Packard, Contracting Officer, 301-443-1191 The National Institute on Alcohol Abuse and Alcoholism intends to negotiate on a sole-source basis with AI Resources for a project entitled, ''Enhancement and Support of SPIRIT Software.'' The statutory authority to negotiate with AI Resources is 41 U.S.C. 253(c)(1) under FAR reference 6.302-1. The purpose of the proposed contract is to update, convert, insert new materials, and maintain the existing SPIRIT homepage. AI Resources is the original developer of BACCHUS (the prototype software program) and SPIRIT and as such has sole possession and access to the programs' source codes and has incorporated into both BACCHUS and SPIRIT material for which they hold copyrights.
