Contracting Officer, 304-253-4943. LAND APPRAISAL OF SKI AREA AND
ADJACENT UNDEVELOPED LANDS ALONG THE APPALACHIAN TRAVEL NEAR RANGELY,
MAINE. The purpose of the request for quotation will be to estimate the
fair market value, based on the highest and best use, of a property
being planned for acquisition by the National Park Service (NPS),
Appalachian National Scenic Trail. Part of the property is near a
functioning ski area (NPS planned acquisition area of 825.80 acres with
a remainder of 3,009.00 acres) and other part is adjacent undeveloped
lands (NPS planned acquisition area 67.59 acres and a remainder of
7,847.00 acres). Two land valuation appraisals will be required, one
for each area. The appraiser will need to address the feasibility of
expansion of the ski area. This will include what is physically,
legally and economically feasible. The appraiser should be prepared to
address valuation issues surrounding the Government's planned
acquisition and how this planned acquisition would affect the fair
market value of the remaining property. Consideration will be given to
appraisers with proven experience and expertise in valuing skiway
property and who have valid certification in states besides Maine as
long as they are willing and have the ability to obtain temporary
certification in Maine. Certification is as defined in Public Law
101-73, Title XL, Financial Institutions Reform, Recovery, and
Enforcement Act of 1989. Delivery of completed appraisal reports will
be within 120 days of receipt of a purchase order. Quotations are due
by about November 19, 1996. It is anticipated that a purchase order
will be issued on or about November 26, 1996. This is a small business
set-aside, the Standard Industrial Classification (SIC) Code is 8999,
the size standard in millions of dollars is $3.5. All responsible
sources may submit a quotation which will be considered by the National
