Institute on Alcohol Abuse and Alcoholism intends to negotiate on a
sole-source basis with CSR, Incorporated for a project entitled,
''Reducing Youth DUI: A Guide to Sanction Policy and Practice.'' The
statutory authority to negotiate with CSR, Incorporated is 41 U.S.C.
253(c)(1) under FAR reference 6.302-1. The purpose of the proposed
contract is to: (1) describe what case processing options exist and
what sanctions actually are used for youthful drivers apprehended for
DUI or related offenses; (2) identify and review any study assessing
actual practices in handling youthful offenders; (3) conduct survey;
and (4) prepare a guide that: (a) documents and describes the current
state of knowledge about sanctions and treatment for alcohol-related
driving offenses by youth, including what options are available at the
state and/or local level for dealing with DUI offenders under 21; and
(b) identifies the factors that determine whether the youth's case is
handled in juvenile or adult court in each state and the services
available to the youthful offenders in each court. The proposed
contractor has the unique expertise and knowledge of how drinking and
driving cases are handled in the justice system; the operations of the
courts (particularly juvenile and district/traffic courts across
jurisdictions); and the relationship of DUI to other juvenile offenses.
