Vitale, 202/260-0645. The General Services Administration, in
partnership with the Food and Drug Administration, is seeking sources
interested in serving as a Development Manager to provide Asset
Management and Development Management services. These services are for
the former Naval Surface Warfare Center in White Oak, Maryland where
the new FDA headquarters is planned to be located. The facility is
being transferred through the Base Realignment and Closure process. The
facility consists of 660 acres in the Maryland suburbs of Washington,
DC, about one, about one mile from the Capital Beltway. Currently,
FDA's headquarters operations are disbursed throughout 20 locations in
the Washington Metropolitan Area. The consolidated headquarters is
currently planned to house approximately 6,000 employees in about 2
million square feet. The current estimated construction cost is $350
million. The Development Manager will be expected to work with GSA and
FDA to prepare a business plan for the use of FDA assets including the
White Oak property and the development of the FDA Headquarters. The
business plan will include, for example, (a) a plan for the most
effective use of FDA assets and the White Oak site, (b) a development
and acquisition strategy for the site and the Headquarters, (c)
financing structures, (d) a community relations program, and (e)
proposed legislation. The selected firm is expected to serve as
Development Manager for a fee to implement the business plan. Firms
interested in receiving consideration for this project must have
demonstrated experience in providing full Development Manager services
to other owners and tenants. In addition, they must be experienced in
interacting positively with communities, as well as the Federal and
local and state governments. This is not a formal solicitation. All
interested parties should submit a written expression of interest to
the Contracting Officer at the above address by October 25, 1996 or by
FAX at (202) 401-0256. A draft solicitation will be issued to all
parties submitting an expression of interest on or about November 1,
1996. The purpose of this draft solicitation is to give the market
notice of this opportunity and to invite suggestions for improvements.
A pre-solicitation conference will be held on or about November 15,
1996. It is anticipated that a formal solicitation will be issued on or
