MK-Ferguson Company (MK-F) is currently performing construction management services for the Department of Energy at the Weldon Spring Site Remedial Action Project (WSSRAP) located in St. Charles, Missouri. MK-Ferguson has a requirement for constructing a process plant consisting of approximately 40 pre-fabricated modules including process, structural, pipe rack, and various other Contractor Furnished Equipment (CFE). The plant function is to blend a mixture of fly ash and portland cement with the raffinate pit sludges to produce a grout like product that is then placed in a disposal cell. The estimated procurement value for construction is between $5 million and $10 million. Performance period is expected to be 13 months. The request for proposal for a fixed price subcontract will be issued on or about January 1997. The following minimum requirements will be required with the proposal to substantiate your qualifications: (1) The quality assurance plan cover page and table of contents which will be used for this project. (2) An organization chart showing the positions at the site during the construction program and resume's for all proposed subcontractor and subtier supervisors. (3) Two recent projects within the last five years similar in scope to this project that were performed, including project name, address, client contact persons and phone numbers. The two projects shall have included experience in process plant construction. (4) A detailed bar chart schedule. (5) A bid bond. (6) Evidence of safe work history with a EMR rating less than 1.2. (7) Small business plan. Award will be based on both technical acceptance and cost. This project is open to both large and small businesses. No information to be submitted prior to bid submission.
