Contracting Officer. The Western Area Power Administration of the
Department of Energy has a requirement for the fabrication and delivery
of galvanized steel transmission line towers, microwave towers, and
tubular steel structures. Western estimates that the material will be
70 percent standard-strength steel, 10 percent nuts and bolts, and the
remainder high-strength steel. Award of a requirements-type contract
is anticipated, with no minimum quantity guaranteed. Each delivery
order issued will include one reproducible of all material bills and
shop detail drawings required for furnishing steel towers, microwave
towers, or tubular steel structures. Orders may include furnishing and
delivering the following material: (a) separate tower parts, stub
angles, nuts and bolts up to 2,000 pounds, (b) separate tower parts,
stub angles, nuts and bolts, or complete tower bodies and extensions
from 2,001 to 20,000 pounds, (c) complete tower bodies and/or
extensions, from 20,001 to 50,000 pounds, (d) complete tower bodies and
extensions above 50,000 pounds, and (e) complete or partial tubular
steel structures, including nuts, bolts, and anchor bolts from 1,000 to
30,000 pounds. Delivery will be FOB Destination to various points
within a 15-state area within the western United States. Period of
performance will be one 12-month base year, with two 1-year option
periods. The Government intends to negotiate a firm-fixed price
contract, in accordance with FAR Part 12 - Acquisition of Commercial
Items. Technical proposals will consist of an oral presentation by
offerors to the Technical Evaluation Panel and submission of
supplementary written material. Details on the oral presentation
process will be provided in the solicitation. It is anticipated that
one award will result from this solicitation. This proposed procurement
is a 100% set-aside for small business concerns. All responsible small
business concerns may submit a proposal which will be considered by
this agency. The solicitation will be issued o/a October 25, 1996.
