solicitation N68936-96-R-0334. The purpose of this synopsis is to
respond to technical questions. Question: The revised specification
specifies that ''Full duplex is only in reference to DS-1, RS 232, or
RS 422 data transmissions in each coder/decoder combination and not to
the video signal transmission.'' Does this mean that the two DS-1 data
streams which must be carried in the multiplexed overhead from the
remote radar sites to the hub are to be FULL-DUPLEX? If the two DS-1
data streams are full duplex are they to be encrypted in the direction
from the hub to each of the remote radar sites and will the reverse
direction (non-video) be interfaced to higher order multiplex such as
a DS-3? Answer: The requirement for two DS-1 links multiplexed in the
overhead of the CODEC System multiplexer is for full duplex circuits.
These DS-1 channels will require a higher level multiplexer with a
framed DS-3 output and that is fully compatible with KG-95-2s
(government furnished). Encryption will be used to protect the links
and the KG-95-2s are capable of full duplex DS-3 (video and DS-1 data
channels). The initial video requirement is for simplex video channels
from the remote sites to the central video center. However, the system
proposed by the suppliers must be capable of simple expansion, by
adding coders and decoders to the multiplexing equipment acquired
through this procurement, providing full duplex video transmission. The
period for submitting proposals is extended to 4 November 1996.
