combined synopsis/solicitation for commercial items prepared in
accordance with the format FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No.
1425-97-SP-10- 14090 is issued as a Request for Proposals (RFP) and
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-42. This acquisition is not set-aside. The size
standard is 500 employees and the standard industrial classification
code is 3629. The Grand Coulee Power Office, Grand Coulee, Washington
has a fixed price requirement for furnishing and delivery of Station
Battery Chargers for the 500Kv Switchyard, Left Powerplant, Right
Powerplant, Pumping Plant, and Third Powerplant at Grand Coulee Dam,
Grand Coulee WA. The chargers must meet the following technical
specifications: 1) Be rated for the dc amperage output noted in each
CLIN. 2) Have a current limiting adjustment between 25 and 110 percent
of the chargers rated current output. 3) Nominally rated for 130 volts
DC output for use with a 58 cell Plante type battery; or 260 volts dc
for use with a 115 cell lead Plante type battery. The maximum float
voltage variation shall be plus or minus 1 percent for any load
variation from zero to 100 percent. 4) Have a DC output voltage
adjustment from zero to 125 percent of rated output voltage with
separate equalize and float voltage settings. The rated current output
shall be maintained for float voltages within 25 percent of the rated
voltage. The rated current output shall be maintained for equalize
voltages within 35 percent of the rated voltage. 5) Have an integral
local and remote alarm, monitoring, control, and history of events
package, as detailed in the requirement noted in alarms and control,
see below. 6) Have maximum output ripple voltage of 2 percent with
battery connected. 7) Have microprocessor controlled SCR technology. 8)
Have six-pulse thyristor bridge rectifier. 9) Each charger shall be
provided with a diode to block feed-back through the charger during AC
power failure or charger internal failure. 10) The charges shall be UL
listed or CSA-NRTL. 11) The chargers shall be accessible through the
front of the chargers. All cable entry shall be through the top or
bottom of the chargers as noted in each CLIN. 12) Floor mounted, free
standing. 13) All components shall be physically mounted in modular
configuration to facilitate troubleshooting and maintenance. 14) All
modules shall be interchangeable between chargers of the same DC
voltage rating except those parts which are sized by current output
rating. 15) Be rated for operation up to 3,000 ft. elevation without
de-rating the charger output. 16) Rated for operation between zero and
40 degrees centigrade without damage to the chargers. 17) Internal
wiring shall be coded for ease in troubleshooting. 18) Run on 480 volt,
3-phase 60, cycle input power with +/- 5 percent voltage deviation and
+/- 6 percent frequency deviation. 19) Blocking diode for parallel
redundant operation. 20) Have a ground fault detection relay for (+)
and (-). 21) Have the following front panel mounted indication and
control: Analog meters or digital LCD indication for DC output voltage
and current; Manual selection of float/equalize charge modes;
Equalizing timer 0 to 72 hours operable in the manual equalize mode;
Manual and automatic equalize charge selection; DC output circuit
breaker; AC input circuit breaker; Indication denoting AC power ON,
float charge selected, equalize charge selected. Indication of equalize
charge remaining while in either manual or automatic equalize mode. 22)
Provide with AC and DC surge protection up to 5000 volts. 23) Automatic
equalize control which will automatically place the charger in equalize
after an AC power failure or charger shutdown. The charger shall within
one minute determine if the battery was discharged enough to warrant a
full 10-hour equalizing charge by noting a drop to below current
limit. The charger shall then select the appropriate charge mode. 24)
The chargers shall be capable of operating with the battery
disconnected from the DC system. In this mode the chargers shall
provide the same output rating, equalize and float voltage, minimum
ripple, and other parameters as noted above. ALARMS and CONTROL: Each
charger shall have the following remote/local control, alarm, and
monitoring function, with all alarm functions having a double-pole,
single-throw, non-latching output relay: a) History of event recording
shown sequentially and time-stamped. The events recording shall
include all alarm conditions, present adjustment/setting, and
activities which changed charger parameters. b) Output DC failure alarm
relay. c) Output DC high voltage alarm relay. e) Input AC failure alarm
relay. f) Rectifier failure or charger failure alarm relay. g) High
ripple voltage alarm relay. h) DC ground fault alarm relay. i)
High-rate charge time remaining. Each charger shall have an integral
computer modem for communication over a telephone line. Each charger
shall be capable of having all parameters (including alarms, settings,
adjustments, present charger output voltage/current levels, sequential
history of events with time stamp) monitored by remote communication
via the integral modem and a Government-owned PC. Each charger shall
also be capable of having all of its parameters adjusted remotely via
this same integral modem and Government- owned PC. Each charger shall
have selectable security access function for remote and local control
of all of the charger parameters. SOFTWARE: The supplier shall furnish
all software and software instruction as required for local operation.
Also provide software and software instructions for operation of the
Government-owned modem/PC for remote control and indication. SPARE
PARTS: The supplier shall supply the following spare parts: One
module/printed-circuit-board/fuse/circuit breaker/diode/capacitor of
each type utilized in the chargers. Where the component is utilized
more than four times in the chargers, the supplier shall furnish one
spare for each four used. MAINTENANCE MANUALS: Furnish eight complete
sets of manuals covering installation, maintenance, adjustments and
diagnostic measurements. CLIN 0001 - Battery Charger in accordance with
above specs. Rated 130 volts DC and 50 amperes DC output. Cable shall
enter through bottom (500KV Switchyard Battery ''A'') Two Each; CLIN
0002 - Battery Charger in accordance with above specs. Rated 130 volts
DC and 100 amperes DC output. Cable shall enter through bottom. (500KV
Switchyard Battery ''B'') Two Each; CLIN 0003 - Battery Charger in
accordance with above specs. Rated 260 volts DC and 100 amperes DC
output. Cable shall enter through top. (LPH 250 Vdc Battery) Two Each;
CLIN 0004 - Battery Charger in accordance with above specs. Rated 260
volts DC and 75 amperes DC output. Cable shall enter through top. (RPH
250 Vdc Battery) Two Each; CLIN 0005 - Battery Charger in accordance
with above specs. Rated 260 volts DC and 75 amperes DC output. Cable
shall enter through bottom. ( Pumping Plant 250 Vdc battery) Two Each;
CLIN 0006 - Battery Charger in accordance with above specs. Rated 130
volts DC and 200 amperes DC output. Cable shall enter through top.
(TPH 125 Vdc Battery ''A'') Two Each; CLIN 0007 - Battery Charger in
accordance with above specs. Rated 130 volts DC and 100 amperes DC
output. Cable shall enter through top. (TPH 125 Vdc Battery ''B'') Two
Each; CLIN 0008 - Battery Charger in accordance with above specs.
Rated 130 volts DC and 100 amperes DC output. Cable shall enter through
bottom. Two Each; CLIN 0009 - SPARE PARTS as noted in above
specifications. 1 Lot. The items to be delivered by December 2, 1996,
to Bureau of Reclamation, Grand Coulee Power Office, Whse B, Door 6,
Industrial Area, Grand Coulee WA 99133-0620. The following FAR
provisions and clauses apply to this acquisition: 52.212-1 Instructions
to Offerors--Commercial Items (OCT 95), 52.212-2 Evaluation--Commercial
Items (OCT 95), 52.212-3 Offeror Representations and
Certifications--Commercial Items (JUN 96), 52.212-4 Contract Terms and
Conditions--Commercial Items (AUG 96), 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders--Commercial Items (AUG 96), and 52.247-34 F.O.B. Destination
(NOV 91). Clause 52.212-5, paragraph (b) is tailored to incorporate the
following clauses by reference: 52.203-6, 52.203-10, 52.219-8,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9,
52.225-18, and 52.225-21. The Government intends to make a single award
to the responsible bidder whose bid is most advantageous to the
Government, based on items meeting the specifications, delivery
schedule, and price and price-related factors considered, in descending
order of importance as listed here. The Government reserves the right
to award without further discussions. Offerors must include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications--Commercial Items (MAR 96), with their offer. A copy of
this clause will be provided upon request. Also submit descriptive
literature and commercial specifications for the products offered. This
solicitation is not rated under the Defense Priorities and Allocations
System (DPAS). The closing time and date for receipt of offers is 10
a.m., October 30, 1996, local time. Offers are to be mailed to the
