of this effort are the procurement of scientific, engineering, and
technical manpower assistance capabilities to support and obtain sound
solutions and alternative options for assigned science, technology,
research, and technical field support projects; programs and planned
milestones in structural, civil engineering materials, camouflage,
concealment and deception, chemical and biological protective systems,
energy, heating, ventilation and air conditioning (HVAC), power
generation, emission control, superconductivity, robotics, explosive
ordnance disposal, pavements, and fire fighting technologies. this also
includes facility systems and subsystems (including but not limited to
electrical, mechanical, energy, and environmental engineering);
advanced academic, proficiency and contingency training programs;
studies and analyses; publication and editorial management; library
reference service; graphics; computer systems operations; audiovisual
development; and field support operations. Contractor personnel will be
capable of supporting the exploratory, advanced, and engineering
development research activities of Wright Laboratory (WL)-FIVC-OL and
the engineering and technical requirements of Headquarters Air Force
Civil Engineer Support Agency (HQ AFCESA), Tyndall AFB, Florida.
Personnel qualifications required to perform these tasks and functions
must include demonstrated expertise and experience in the following
areas: design, analysis, research, development, testing, evaluation,
computer systems operation, publication management, training and
documentation to support ongoing and future civil engineering
laboratory R&D and HQ AFCESA field technical support and initiatives.
The scope of work includes all areas and aspects of technology
development, planning, program management, technical editing,
construction, instrumentation, testing, repairing, evaluation,
managing, briefing, and reporting of Civil Engineering R&D and
Engineering activities. Special technical areas of research and
technical engineering support include computer programming; design,
selection, and maintenance of roofing systems; development of organic
biodegradable materials recovery techniques; evaluation and enhancement
of pest management techniques; establishing criteria for facility paint
and protective coatings; airfield markings and lighting; indoor air
quality; selection and evaluation of energy saving performance
techniques; performance of cost estimating for new construction and
renovation of existing facilities, maintenance of the Defense Utility
Energy Reporting System; survivability enhancement for airbase
facilities; utilities and infrastructure; rapid runway repair
equipment, materials and methodologies; structural hardening; criteria
for the development of contingency launch and recovery operating
surfaces and fixed or deployable tactical shelters; asset vulnerability
assessments and asset survivability techniques; aircraft crash rescue
and structural fire suppression and mitigation; hazardous material and
technology training programs and systems; wartime and contingency
training programs; active and passive defense techniques and measures;
chemical and biological warfare operations; airfield pavements;
geotechnical and foundation engineering; structural analysis of airbase
facilities; mobile power generation, distribution and superconductivity
technology; energy conservation; HVAC operations; alternative energy
sources; environment control systems; emissions testing and fuel cell
technology; development of acquisition management strategies for home
station/contingency facilities and equipment and for improving
effectiveness and survivability of critical command, control and
communications nodes. Potential sources will be screened against the
following criteria: organic senior management experience in the
following areas of (1) civil engineering research, development, test,
and evaluation (RDT&E), (2) civil engineering design and construction,
(3) civil engineering unit level contingency, management, and training
program development, (4) demonstrated capabilities to establish an
experienced technical staff comprised of engineers and technicians with
advanced degrees and experience in the technical areas contained within
this synopsis, and (5) corporate capabilities to achieve and meet peak
demands for highly specialized skills associated with R&D and
engineering development. Contractors responding to this synopsis must
provide evidence of capability for fulfilling the above requirements,
to include past experience with similar efforts (i.e., portfolio, SF
254, or equivalent must be included with the response). Responses will
be evaluated and solicitation source list established for those
determined capable of fulfilling the government's requirements. It is
anticipated the contract will be for a base year with four 12 month
options. The successful offeror will be required to establish a Direct
Support Group (DSG) at Tyndall AFB, FL. Firms having applicable
