The Air Force Phillips Laboratory, intends to award a sole source (See
Number Note 22, purchase order to Pantera Consulting, 1700 Wells NE,
Albuquerque NM 87112. Lasers and Imaging Directorate, is developing the
Advanced Electro-Optical System (AEOS), comprising a 3.67-meter
diameter telescope adjacent to the Maui Space Surveillance System
(MSSS) located atop Haleakala on the Island of Maui, Hawaii. Several
sensors shall be placed on this telescope, including the Long-Wave
Infrared (LWIR) Imager, Visible Imager, Radiometer, and two Acquisition
Sensors. This sensor suite is intended to track, image, and
radiometrically characterize space objects over a broad wavelenght
spectrum extending from the visible through the very-long-wave thermal
infrared. The AEOS Program requires an expert in the technical
development and radiometric calibration of such sensors who is
experienced with the exploitation of their data products in support of
intelligence requirements. The contractor shall provide performance
predictions and analyses, tradeoff and option assessment, technical
progress monitoring, and test and evaluation support for the AOES
sensors. This analysis requires direct experience and expertise in
sensor development and multi-sensor suite operations, an understanding
of the AEOS operational environment and subsystem interdependencies,
and radiometric calibration knowledge. Do not request a copy of the
solicitation as one does not exist at this time. Your attention is
directed to the following, and you must apply to be considered. Firms
responding must submit a statement of capability which shall
demonstrate the offeror's experience/expertise to perform subject

responding to this announcement should indicate whether they are or are
not a Small Business, an 8(a) firm, a socially and Economically
disadvantaged firm or a Women-owned Business. The Government reserves
the right to set-aside this requirement for the 8(a) Program, Small
Business or Historically Black Colleges and Universities, Minority
Institutions base on responses to this synopsis. Firms shall indicate
their size qualifications under SIC 8733. Standard Size $3.5 million.
