Columbia, Maryland 21045-0701 C -- INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR
REPAIR/ALTERATION PROJECTS, EXPANSION, AND POSTAL STORE CAD/D DESIGN
FOR OFFICES LOCATED IN LANCASTER, HARRISBURG, PHILADELPHIA AND SOUTH

Specialist, D.W. Tokasz (410) 997-6214. The U.S. Postal Service,
Facilities Service Office, Columbia, MD requires one or more contracts
for architectural/engineering services for investigation, design, bid
administration, shop drawing review and construction observation
related to feasibility studies, estimates, designs, and construction
projects in U.S. Postal Service owned and leased facilities. These
projects will include expansion of existing facilities, repair and
alterations of any portion of the facility or its systems, fit-out of
new leased alternate quarters facilities or CAD/D-based design of
Postal Stores in new or existing facilities. No environmental,
mechanization or new construction work will be included. Services
required include architectural, structural, civil, mechanical,
electrical, plumbing, estimating and construction inspections. Multiple
contracts may be awarded for work in one or more of the following:
southeastern portion of Pennsylvania; southern portion of New Jersey;
and Delaware. The Postal Retail Store projects will utilize Autocad
software Versions 11 and 12 by Autodesk. A/E firms must possess highly
qualified skills using the above CAD/D software. U.S. Postal Service
will provide training and Postal Store software as required. Selected
firms shall accept the full responsibility for the complete set of
prepared documents, only deviating as necessary to meet local codes, if
leased, or as directed by the Contracting Officer. The contract, with
a guaranteed minimum of $5,000, will be for two years, with options for
three one-year renewals. Each work order will be negotiated as an
individual project. Work orders for any one project may not exceed
$100,000. The total contract cannot exceed $500,000 for each 12-month
period. The contract may be renewed for three, one-year periods
providing that the total contract amount does not exceed $2,500,000.00.
Firms that have the qualifications to perform the services described
previously are invited to submit a completed SF 254, Architect-Engineer
and Related-Services Questionnaire, and a completed SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, and completed SF 154 for each of its proposed consultants to
the office shown above. This information must be received by November
15, 1996 in the Columbia Facilities Service Office, U.S. Postal
Service, PO Box 701 (10500 Little Patuxent Parkway, Suite 200),
Columbia, Maryland 21045-0701. All submittals will be reviewed and the
most qualified firms will be interviewed to determined the most
qualified firm(s). Interested firms with more than one office must
clearly indicate on their SF 255 the staffing composition of the office
or offices in which the work will be performed. Consideration will be
given to firms responding to this advertisement in accordance with the
foregoing instructions, in the following order of preference: 1. Firms
and consultants with knowledge of and recent (within 12 months)
successful experience with ``Postal Store'' and related retail design
criteria; 2. Firms located within a 50 mile radius of Lancaster,
Harrisburg and Philadelphia, PA, Wilmington, DE, and Bellmawr, NJ; 3.
Only firms located in the states of Delaware, New Jersey and
Pennsylvania. Architecture and engineering firms will be considered as
local only if their sole office is in the preferred geographical area,
or they have a local branch office in the preferred area and all the
design, coordination, and management of the project will be performed
in that office. Selection criteria will take into account the number of
contracts for any individual firm or local office of a firm, to a
maximum of 2 contracts at the same time with the Postal Service;
computer capabilities and expertise; performance histories on Postal
Service projects; and previous related experience performance
references. The contract contains a requirement for firms to provide
evidence of current insurance of $200,000 of errors and omissions per
claim. Participation of Minority-owned Businesses is a consideration in
U.S. Postal Service architectural selections. It is prohibited to pay
any fee, commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this
solicitation. No other general notification for this project will be
made. This is not a request for proposal; but a request for
