Nairobi, Kenya. The United States Agency for International Development
Mission to Kenya plans to recruit a USPSC GHAI/Horn of Africa Support
Project (HASP) Project Manager. Introduction. The Greater Horn of
Africa Initiative (GHAI), a U.S. Presidential foreign policy
initiative, was launched in 1994 in order to address the recurring
cycle of crisis, instability and famine in the Greater Horn of Africa
region (Ethiopia, Eritrea, Sudan, Somalia, Uganda, Djibouti, Kenya,
Tanzania, Rwanda and Burundi) by improving food security and through
the establishment of a system for conflict early warning, prevention
and response. USAID/REDSO/ESA has been charged with coordinating
field-led activities in support of the GHAI. In Fiscal Year 1995
REDSO/ESA authorized the Horn of Africa Support Project (HASP) as the
principal vehicle for its support of the GHAI. The HASP will fund a
series of activities such as workshops, studies, assessments, pilot
projects and conferences, working primarily through a Grant Agreement
with the Intergovernmental Authority on Development (IGAD), a regional
body made up of seven of the Greater Horn region's member states and
based in Djibouti. The REDSO/ESA GHAI effort is led by a U.S. Direct
Hire (USDH) GHAI Coordinator, who will be supported by the (USPSC) HASP
Project Manager described below, an FSN CIM (Computer and Information
Management) Specialist, an FSN Senior Advisor, an FSN Administrative
Assistant, and an FSN Secretary. These positions together will make up
the REDSO/ESA GHAI Coordination Unit. The GHAI Coordinator will be
responsible for overall guidance and oversight of the HASP. The Unit
will draw on the support of such other REDSO/ESA staff and resources as
the REDSO Director may deem appropriate. The GHAI Coordination Unit
will serve as the principal liaison group within REDSO for all
GHAI-related contacts with other donors, multilateral organizations,
IGAD and other regional public-sector institutions, as well as
PVOs/NGOs, academic institutions, and other representatives of the
private sector. IGAD will have responsibility for programming a major
part of the HASP funds and for the contracting of many HASP activities,
and the HASP Project Manager will be the principal point of contact.
However, significant funding under HASP will be programmed directly by
REDSO, and the HASP Project Manager will take the lead in this work,
including liaison with divisions and strategic objective teams within
REDSO/ESA, USAID/W, and USAID Missions and Embassies in the GHAI
region. The HASP Project Manager will play a key role in assuring that
the entire HASP process works smoothly and effectively. This work will
include periodic field visits to IGAD and various sub-grantees or
contractor project sites and possible visits to USAID/W and/or
Embassies and/or USAID Missions in the GHA region. This travel will be
undertaken to negotiate the details of future HASP activities and/or
to monitor on-going activities. The HASP Project Manager will be
required to draft periodic project or sub-project reports, evaluations,
and financial assessments. GENERAL BACKGROUND: The HASP Project Manager
must have a demonstrated, thorough knowledge and/or documented
professional experience in the following areas: Strategic planning and
program implementation Project design, implementation, monitoring and
evaluation. The politics, economics, histories, social structures and
cultures of the GHAI countries, - The major public and private
development and/or organizations, indigenous and international,
operating in the GHA region, particularly those specializing in food
security and/or conflict resolution, their activities, structure, and
relationship to each other and to GHA- region national governments,
USAID structure, operations, policies and procedures, either through
direct experience of work with USAID or through a USAID implementing
partner, Personal computer spreadsheet and word-processing software in
current use at USAID, e.g. Lotus 1-2-3 and WordPerfect, and their
MS-Windows applications, Data and policy analysis and management
advisory services, Internet communications, including the World-Wide
Web and the various networks operating in the Greater Horn of Africa
region, Organization and systems management. DUTIES AND
RESPONSIBILITIES: Oversee all on-going HASP-funded activities and the
overall HASP Grant, Monitor the process for reviewing and approving
activity proposals as outlined in the HASP Project Paper (and to be
further refined in discussions with IGAD) in order to ensure that it
functions smoothly and effectively, Serve as primary RESDO/ESA point of
contact for a potential intermediary management entity working with or
within IGAD to assist in HASP implementation, Ensure that all
proposals have had the USAID-required initial environmental
determination before the proposals move to the next stage of review,
Evaluate, on a continuing basis, the appropriateness of guidelines for
reviewing project proposals and work with IGAD to agree upon and
implement any needed changes, Manage all HASP activities which are to
be funded directly by REDSO/ESA, including the preparation of necessary
implementation documentation, e.g., Project Implementation Letters,
Project Implementation Orders/Technical Services (PIO/Ts), etc.,
Complete all necessary evaluation and financial reports on the HASP in
order to facilitate periodic project reviews in REDSO/ESA and in
AID/Washington, including but not limited to: semi-annual Project
Implementation Reports (PIRs), the impact of the HASP in the context of
the GHAI, and all reporting requirements under the Mission R2 (Results
Review) process, Work in close coordination with the GHAI Unit's
Computer and Information Specialist to keep USAID/W, Embassies, USAID
Missions and other relevant entities in the region informed of ongoing
HASP activities, with special attention on proposed project-funded
activities in their countries, Undertake other duties as assigned by
the GHAI Coordinator, and Approximately 30- 40% of the time, travel in
support of the GHAI, primarily in the countries of the Greater Horn of
Africa. SUPERVISION/OVERSIGHT OVER OTHERS. The HASP Project Manager
will have supervisory responsibilities only insofar as they are
delegated to him/her by the GHAI Coordinator. EDUCATION/EXPERIENCE
REQUIRED FOR THE POSITION. Candidates must be U.S. citizens. They
should have an advanced degree (Master's or higher) in a relevant
subject field (economic development, agricultural economics,
organizational management, public administration). English at the FSI
S-5 and R-5 level is required. Proficiency in French or a language of
the GHA region is desirable but not required. The candidate must have
demonstrated project management experience as well as excellent
computer skills, including knowledge of word processing, spreadsheets,
and an ability to quickly learn new systems. Database management
skills are preferred but not required. Excellent writing, interpersonal
skills and negotiation experience/skills are required. A candidate
should have a minimum of 3 years of experience working and/or living in
a country of the Greater Horn of Africa region (Eritrea, Ethiopia,
Kenya, Tanzania, Uganda, Djibouti, Somalia, Sudan, Rwanda, Burundi), as
well as 5 years' experience in a subject field related to the GHAI
(food security, development assistance coordination, conflict
prevention/mitigation, transitions from relief to development
assistance). Prior project management experience, either within the
U.S. government (USG) or with a USG implementing partner, is required.
Additional years of work experience in a country of the Greater Horn
or working in a subject field related to the GHAI may be counted in
lieu of an advanced degree, though a minimum education level of an
accredited bachelor's degree is required. SALARY LEVEL. $49,856 -
$64,814 per year (GS-13 equivalent), as warranted by experience and
salary history plus 5 percent post differential, other allowances
include: living quarters, educational travel, and education allowances
for authorized dependents. LENGTH OF CONTRACT. Two years with an
option to renew, up to a maximum of four years. USAID/REDSO
contemplates awarding a Personal Services Contract for the Project
Manager position on or about November 1, 1996. The Contract will be for
a two-year term with an option for extension. The selected individual
must obtain medical and U.S. Government security clearances. The
medical clearance must include a physician's certification that the
individual and any accompanying dependents are medically fit to serve
in the African environment. To the maximum extent possible, USAID
encourages the participation of women and minority individuals in this
activity, in accordance with Part 19 of the U.S. Government Federal
