The United States Agency for International Development Mission to Kenya plans to recruit a USPSC GHAI/Horn of Africa Support Project (HASP) Project Manager. Introduction. The Greater Horn of Africa Initiative (GHAI), a U.S. Presidential foreign policy initiative, was launched in 1994 in order to address the recurring cycle of crisis, instability and famine in the Greater Horn of Africa region (Ethiopia, Eritrea, Sudan, Somalia, Uganda, Djibouti, Kenya, Tanzania, Rwanda and Burundi) by improving food security and through the establishment of a system for conflict early warning, prevention and response. USAID/REDSO/ESA has been charged with coordinating field-led activities in support of the GHAI. In Fiscal Year 1995 REDSO/ESA authorized the Horn of Africa Support Project (HASP) as the principal vehicle for its support of the GHAI. The HASP will fund a series of activities such as workshops, studies, assessments, pilot projects and conferences, working primarily through a Grant Agreement with the Intergovernmental Authority on Development (IGAD), a regional body made up of seven of the Greater Horn region's member states and based in Djibouti. The REDSO/ESA GHAI effort is led by a U.S. Direct Hire (USDH) GHAI Coordinator, who will be supported by the (USPSC) HASP Project Manager described below, an FSN CIM (Computer and Information Management) Specialist, an FSN Senior Advisor, an FSN Administrative Assistant, and an FSN Secretary.
