R -- ARCHITECT/ENGINEERING SERVICES SOL 512(B)-6-97 DUE 111296 POC Loretta Hawley-Hemby, Contracting Officer (410-605-7153) Architect Engineer services are required for preparation of plans and specifications, cost estimates, and all associated engineering services for project 512-303 - Expand Outpatient Clinics and project 512-304 - Relocate Regional Counsel. Both sites are located at the Department of Veterans Affairs nursing home, buildings 4 and 14, 3900 Loch Raven Blvd., Baltimore, MD. Design services shall include contract drawings, specifications, cost estimates and construction period services. Project 512-303 includes renovating interior, exterior and builiding utility systems to create approximately 5000 gross sq. ft. of outpatient clinic space. This also involves the removal of bldg. 14, a one-story brick structure, down to its concrete slab leaving utility services, e.g. water supply, electricity, in place; installing new interior and exterior partitions, new HVAC and other building utilities. Project 512-304 includes renovating interior, exterior, and building utility systems to convert existing garage bays and storage areas to approximately 4000 gross sq. ft. of office space. Estimated construction costs for both projects is between $1 and $2 million. One A-E contract shall be executed for both projects. Required services will include primarily architectural, mechanical and electrical along with civil and structural disciplines. Responses must be received no later than November 12, 1996, 4:30 p.m. A-E firms which meet the requirements described in this announcement are invited to submit a completed SF 254 and SF 255 architect-engineer and related service questionnaire. This is not a request for proposal. Selection will be based upon the following evaluation factors: specialized experience and technical competence of the firm; specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; past record of performance on contracts with the Veterans Administration; geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located.
