The U S Postal Service, Facilities Service Office, Columbia, MD
21045-0701, will issue Solicitation #232098-97-A-0011 on or about
October 18, 1996 for an indefinite quantity contract for installation,
replacement, repair, retrofit, and closure of underground/aboveground,
basement and vaulted tank systems at various leased and US P postal
owned facilities in the Philadelphia District Area (Bucks, Chester,
Delaware, Montgomery and Philadelphia Counties). Contractors working in
the State of Pennsylvania have to be licensed construction contractors
by the State of Pennsylvania. In addition, all UST Contractors must be
certified by each applicable UST system component manufacturer wit
documented proof. The contractor shall become familiar with all details
of the work, verify all dimensions in the field, and shall advise the
Contracting Officer or his representative of any discrepancy before
performing any work. All applicable projects must have an installation
check list completed by the installer with a copy given to the
Contracting Officer or his representative. Contractor must sign an
affidavit that the applicable UST installation was done in compliance
with local, state and EPA Regulations. This affidavit must be
notarized. At the discretion of the Contracting Officer, one or more
contract may be awarded. The Contract(s) awarded may be for work
entirely in a certain area or for an entire state. Contractors must
have a minimum of three (3) years experience as of the date of issue in
this type of work. Contractors must also possess the capabilities of
working at least three to four jobs at the same time. Specific Work
Order/s will be issued by the Contracting Officer in accordance with
the United Price Schedule and Specifications. One or more ``Work
Orders'' will be issued totaling not more than $250,000.00 during a two
(2) year period contract. The initial limit of $250,000.00 may be
increased by modification as agreed upon by the Contractor and the
Contracting Officer up to the maximum of $1,500,000.00. The Postal
Service guarantees no specific number of Work Order nor a specific
amount. The contractor will not be required to perform work under any
work order where the value of Work in any one building is less than
$500.00. Offerors will be required to submit one (1) ``Multiplier'' to
be applied to the various unit prices established in the ``Unit Price
Schedule''. The Multiplier must contain the Offeror's overhead,
profit, bonds, insurance and all other contingencies. No allowance for
such items will be made after contract award. Offers are due by:
November 20, 1996 at 4:00 pm. Plans and specifications will be
available on or about October 18, 1996 at $50.00 per set,
NON-REFUNDABLE, referencing Solicitation #232098-97-A-0011.

numbers of offers received, the identity of the offerors, the amount of
