14 -- SUBSONIC SUBSCALE AERIAL TARGET PRESENTATIONS SOL N00019-97-Q-xxxx DUE 111596 POC Contact, LCDR BROADWELL, Phone (703)604-0903 The Navy has a requirement for up to twenty (20) subsonic subscale aerial target vehicle presentations at the Naval Air Warfare Center, Weapons Division (NAWCD) Sea Range, Point Mugu, CA, to support three test events in 1998. The first of these test events is scheduled in Feb 98. Multiple presentations will be required during each test event. The presentations will consist of flights of air vehicles configured to simulate specific anti-ship cruise missiles. It is the Navy's intention to fill this requirement through a solicitation based on a Statement of Objectives (SOO) and the evaluation of schedule, technical, cost, and management proposals from industry. The RFP will be available on or before 12 Nov 96 and will be sent to all who reply to this announcement. A bidder's conference is planned for 3 Dec 96 to be hosted by NAWCD at Point Mugu, CA. Some key performance elements required for these presentations include, but are not limited to: 1) the ability to fly to a moving endpoint with an accuracy of 75ft (1 sigma). The endpoint is 300ft astern of a ship steaming at 5-10 kts. 2) executing a repeatable, autonomous evasive maneuver consisting of a minimum of two cycles of 3g sustained/5g instantaneous excursions in each of both azimuth and elevation planes beginning at an altitude 26ft above sea level at a point approximately 4 nautical miles from the endpoint and ending 6.6ft above sea level at the endpoint, 3) sustaining a minimum speed of 0.82 Mach at operational altitude, 4) having a range in excess of 30 nautical miles from launch (air, ship, or land), 5) having a maximum Radar Cross Section (RCS) of -15dBm2 at 10 Ghz (nose on), 6) having an IR signature of 90 Watts/Steradian max at 3.9.-4.8 microns (nose on), 7) having the size and shape basically that of a modern subsonic anti-ship missile: a streamlined, elongated cylindrical form with aerodynamic control surfaces such as tails, fins, and wings. Target dimensions should not exceed 6 meters in overall length and 0.5 meter in fuselage diameter. Maximum tip-to-tip dimensions of the control surfaces (nose-on view) should not exceed 2 meters. It is the Navy's desire to procure presentation services of these aerial vehicles rather than specific vehicles or hardware. The contractor will be responsible for providing and presenting vehicles configured to meet the specific performance requirements, NAWCD Point Mugu Range Safety requirements, and test event schedule requirements. Offerors may propose modification of existing vehicles from Navy inventory (to be provided as GFE in an ''as is'' condition) to meet the specific requirements. Acceptance of the services will be made upon satisfactory attainment of SOO requirements for each individual presentation. Potential offerors should coordinate with NAWCD Pt. Mugu representatives to identify government resources required to support their proposed vehicle and operational concept.
