The Defense Special Weapons Agency (DSWA) is seeking to procure a Yard Engine to support Russian Strategic Offensive Arms Elimination as specified in agreements between the Department of Defense of the United States and the Ministry of Defense Industry of the Russian Federation concerning cooperation in the elimination of Strategic Offensive Arms (SOAE), dated 26 Aug 1993. The Yard Engine is required to facilitate the dismantlement of strategic missiles in Russia. This is a total small business set-aside, see Note 1.
