Gary Leong, 510/486-6743. The University of California, Ernest Orlando
Lawrence Berkeley National Laboratory (LBNL), which is operated under
Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy
(DOE), intends to subcontract for Multi-Disciplinary
Architects-Engineering services, on an indefinite quantity basis, to
support LBNL's Projects. This is not request for quotation. It is an
announcement for subcontracting opportunities with the University of
California, Ernest Orlando Lawrence Berkeley National Laboratory. It is
the intent of the LBNL to award individual subcontracts to the two
highest ranked firms under this selection. The subcontracts will be
written for a one year period and may be extended up to three
additional one year periods at the option and sole discretion of
University. This solicitation does not commit the University to award
subcontracts. It is anticipated that one or more task assignments, of
no guaranteed amount or duration, will be issued under the subcontracts
for each year they are in effect. The tasks will be negotiated as a
lump sum price or hourly rate basis, and will vary in complexity and
duration. The total dollar value of tasks issued for any one year under
each subcontract will not exceed $1,000,000 annually. Issuance of task
assignments will be contingent upon future receipt of federal funding.
The University makes no guarantee as to the dollar value or number of
task assignments to be authorized pursuant to the award of a
subcontract. The architect engineering firms and its subsidiaries or
affiliates shall be excluded in the award of any construction contract
that is based on the engineer's design, reference FAR 36.209. Scope of
Services: The Berkeley National Laboratory is a large diversified
research facility consisting of over 80 buildings spread over 130 acres
of hilly terrain. LBNL requires multi-discipline architect-engineering
services to support its general plant activities and projects. The
work may include but is not limited to studies, conceptual design
reports, cost estimates, value engineering, schematics, design
development, construction documents, and construction services in the
following areas: Existing laboratory, office buildings additions,
improvements and additions. Existing industrial building alterations,
improvements and additions. New construction of laboratory, offices and
industrial facilities. Upgrade of mechanical/electrical infrastructure
systems including roads, utilities, slope stabilization and energy
management. Waste Treatment Systems. Hazardous Materials Handling and
inspections. Asbestos Abatement Material condition surveys for
potential off-site lease space. Removal and replacement of underground
storage tanks. Minimum Requirements: In order to qualify, candidates
must meet the following minimum requirements: a. Location: The firms
must be located within fifty (50) miles of Berkeley, California. b.
Multi-Discipline Services: The firms should have in-house staff of
Licensed California Professionals in the following disciplines: -
Architectural, Civil, Structural, Mechanical, Electrical, Fire
Protection, Hazardous Waste Management, Industrial Hygiene. c.
Documentation Compatibility: The firms must be able to generate,
receive, or convert documents into Microsoft WORD, Microsoft EXCEL,
Microsoft Project, Primavera and AutoCAD (version 12) is preferred.
Selection Criteria: For firms meeting the above minimum requirements,
the following criteria shall be the basis of selection. The criteria
are listed in descending order of importance. Criteria 1, Personnel:
Individuals assigned to perform work under the anticipated subcontract
should have experience in the following areas within the last two
years: project programming, code analysis, design, and construction
coordination of projects involving code upgrades, additions,
alterations, and modifications of dry/wet laboratories, offices and
industrial and administrative buildings which contain hazardous
materials. Personnel resume and experience should be specified under
Section 7, of the Standard Form 255, and may also be included in
supplemental pages, if needed. Individuals should have experience with
alternative methods of design and construction projects including:
design-build drawings and specifications and fast-tracking rapidly
changing requirements. The firms must be able to assign professional
staff to work at the LBNL site for the duration of one or more projects
on a short term basis, as required. The majority of the A/E services
will be performed at the firm's local office. Criteria 2, Project
Experience:_firms shall list ten projects that are similar in scope to
the type of work described under the Scope of Services and performed
by the individuals proposed under Criteria 1, Personnel. The projects
should be fully designed and constructed and completed within the last
five years. The firm shall describe each project and discuss the roles
and responsibilities of the assigned individuals. The projects should
be listed under Section 8, of the Standard Form 255, and may also be
included in supplemental pages, if needed. Criteria 3, Multi-Discipline
Services: The firms should have in-house staff of Licensed California
Professionals in the following disciplines: Architectural, Civil,
Structural, Mechanical, Electrical, Fire Protection, Hazardous Waste
Management, Industrial Hygiene. Criteria 4, Performance: Past record in
performing work for DOE, other government agencies, University of
California, other universities, and private industry. The firm shall
compare_the planned vs. actual schedules and budgets, include
explanations for the changes, for those projects listed under Criteria
2 - Project Experience. Interested firms meeting the requirements
described above must submit four (4) completed copies each of US.
Government Standard Form 254 and 255. Submissions that are received
after the time and date specified or with insufficient copies of the
254 and 255 forms will Not be considered. It is the firm's sole
responsibility to assure that its submittal is received on time.
