7017 28 -- F-100 ENGINES UPGRADE TO 220E CONFIGURATION DUE 113096 POC

Development Systems Office (DSO), Attn: ASC/LPKB. The Propulsion DSO is
seeking sources for a follow on acquisition for the delivery of
F100-PW-220E modification kits. The current sole source provider is
United Technologies Pratt & Whitney. Contractor must provide hardware
kits required to upgrade F100-PW-100 (-100) and F100-PW-200 (-200)
engines in the F-15 and F-16 aircraft respectively to the F100-PW-220
equivalent (-220E) configuration for both USAF and FMS. It is the
intent of the USAF to award a single acquisition for all required
upgrade kits due to the congressional requirement for the selected
source to warrant the performance of the entire engine. The
-100/-200/-220 engines are axial flow afterburning turbofan engines
designed, developed, and produced by United Technologies Pratt &
Whitney. The -220E upgrade consists of approximately 35 distinct
Maintenance Upgrade Packages (MUPs). Initial MUP delivery should not
exceed 12 months after receipt of order (ARO). Due to the complexity of
this modification, interested contractors may request a complete list
of MUPs from ASC/LPKB. All -220E kits will be delivered to the San
Antonio Air Logistics Center (SA-ALC), Kelly AFB, Texas for upgrade in
conjunction with normal engine overhaul. Upon upgrade and
installation, the -220E must meet the following performance, readiness,
reliability, maintainability, and system requirements: engine thrust
must be the same as the current -100/-200 baseline at mil power and
augmentation or better, throttle movement must be unrestricted
throughout the flight envelope, range and payload must be equivalent or
better than current platforms, aircraft infrared signature must not be
increased above baseline aircraft, visible smoke trail must not be
increased at any power setting above the baseline, mission capable rate
must be no less than 75%, shop visit rate per 1000 engine flying hours
no more than 3.0, Class A mishap rate per 100,000 hours no more than
.46, F-15 unscheduled engine removal rate per 1000 engine flying hours
no more than .9, LRU removal rate no more than 2.5 per engine flying
hour, maintenance manhours per engine flying hour, organizational
level, no more than .25, system survivability must meet current
baseline values, environmental factors must meet -220 engine
performance parameters, and test and fault isolation capabilities must
be equivalent to the -220 engine. All MUPs provided must be supplied
by USAF qualified sources. The first F-15 equivalent squadron must be
equipped no later than FY98. In accordance with Public Law, the
contractor providing -220E kits must provide a warranty on the
reliability of the complete engine. Interested contractors must provide
a capability statement within 30 days of the date of the CBD notice.
The capability statement shall address the Contractor's ability to meet
each of the requirements stated above no later than 01 Jan 1997. This
capability statement will be used to develop a potential source list.
An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
