PROJECTS IN GUAM, ROTA AND SAIPAN, HONOLULU DISTRICT SOL

Postal Service intends to award an indefinite quantity contract (IQC)
for architect/engineer services for projects located in Guam, Rota and
Saipan of the Honolulu District. The contract will be for two years,
with individual work orders being issued. Each work order will be
negotiated as an individual project. Work orders for any one project
cannot exceed $50,000.00. The contract cannot exceed $250,000.00 for
each 12-month contract period. The contract may be renewed for three
one-year periods providing the total contract amount does not exceed
$1,000,000.00. The work will consist primarily of design for repair and
alterations, building surveys, feasibility studies, reports,
construction administration, cost estimating and preparation of
contract documents. Firms that have the qualifications to perform the
services are invited to submit a complete and current SF-255
''Architect/Engineer and Related Services Questionnaire for Specific
Project'', a complete and current SF-254 ''Architect/Engineer and
Related Services Questionnaire'', and a complete and current SF-254 for
each of their consultants to the office shown above not later than
November 25, 1996. The selection process will be conducted by using the
information contained in the submitted SF-254's and F-255's. Interested
firms with more than one office must indicate on their SF-255 the
staffing composition of the office in which the work will be performed.
The primary factors for consideration are: 1) Local firms licensed by
the Government of Guam. A/E firms will be considered local only if
their sole office is on the island of Guam or they have a Guam branch
office and all the architectural design, coordination and project
management will be performed in that office. 2) Previous experience
with indefinite quantity contracts. 3) Ability to service the district.
4) Extensive experience in repair and alteration projects. 5) Firm
established 5 or more years. 6) Minimum of one registered architects.
7) Experience of consultants. 8) Minimum of $200,000.00 in liability
insurance. 9) Quality of service provided. 10) Ability for CADD design
services. Other factors of consideration are: 1) Current workload. 2)
Firm capacity. 3) Favorable client references. 4) Experience in
geographical area. 5) Company organization. 6) Past postal experience.
Consultants do not have a geographical location restriction. The
contract contains a requirement for firms to provide evidence of
current errors and omissions coverage for at least $200,000.00 per
claim. It is prohibited to pay any fee, commission, percentage, or
brokerage fee to any person or firm contingent upon or resulting from
award of a contract for these services. No other general notification
for these services will be made. Submittals will not be retained or
returned. You are encouraged to send your submittals via the U. S.
Postal Service. Please note the above solicitation number on the
outside of your submittal. Your submittal must be organized to respond
to each of the above factors in order. This is not a request for
