Richardson (505) 342-3454 (Site Code DACA47) CONTRACT INFORMATION: One
Indefinite Delivery contract will be awarded for Environmental
Services. The contract will be primarily for pre-remedial action
Hazardous, Toxic, and Radiological Waste (HTRW) services and National
Environmental Policy Act (NEPA) compliance activities for civil works,
military, and Support For Others/Work For Others (SFO/WFO) projects
within the Albuquerque District boundaries, which include Southeastern
Colorado, New Mexico and Southwest Texas; however, the Contractor may
be required to work outside this area. The contract will be for
efforts involving a broad environmental field that primarily includes
pre-remedial HTRW studies, NEPA compliance, and natural resource
management planning. Any incidental work requiring professional
engineering certification must be done by or under the direct
supervision of registered professional engineers. The successful firm
may be utilized for complete projects or in support of larger in-house
efforts. This contract contains three key elements. The first key
element includes any or all aspects of the Comprehensive Environmental
Response Compensation and Liability Act (CERCLA) or Resource
Conservation and Recovery Act (RCRA) processes, including preliminary
assessments, remedial investigations, feasibility studies, remedial
design and remedial action as applicable to various hazardous waste
sites primarily within the Albuquerque District boundaries; groundwater
monitoring and assessments; incidental final design and preparation of
construction plans, specifications and cost estimates; asbestos and
lead base paint surveys; preparation of inventory project reports,
hazardous waste inventories and recovery plans; risk-based assessments;
air emission inventories, permit applications, and conformity analysis;
multi-media environmental compliance audits/assessments; compliance
analysis of fueling systems/USTs to include any necessary testing;
storm water pollution prevention planning; and baseline
environmental/human health risks assessments. The second key element of
this contract involves all aspects of NEPA compliance including:
organizing and conducting scoping and public meetings; surveying,
mapping, and preparing reports documenting distribution and abundance
of plant and animal communities including State- and Federally-listed
species; delineating and mapping wetlands in compliance with Section
404 of the Clean Water Act (CWA); reviewing literature and documenting
existing and future-without-project physical, biological,
hydrological, and socioeconomic conditions; developing and/or utilizing
existing predictive models to conduct impact analysis of alternative
actions on noise levels, air quality, socioeconomic factors, water
quality, hydrology, wetlands, and aquatic and riparian habitat;
developing plans to mitigate significant adverse effects to the
aforementioned resources and conducting incremental cost analysis to
analyze alternative plans and justify recommended plan; utilizing a
Geographic Information System (GIS) to display and analyze data;
preparing complete, or portions of, draft and final environmental
assessments and environmental impact statements; preparing and
conducting public and agency review process for NEPA documents; and
compliance activities associated with Section 7 of the Endangered
Species Act and the Fish and Wildlife Coordination Act. The third key
element of this contract is the preparation of resource management
plans including: conducting visitation and public opinion surveys,
visitation projections, and analyses of recreational needs using
accepted facility standards; conducting public meetings and hearings to
solicit agency and public input to resource management planning;
surveying and mapping of plant and animal communities including State-
and Federally-listed species in project areas; developing alternative
land allocations and natural resource and recreation management plans
for project areas; utilizing a GIS to display and analyze existing
conditions and alternative natural resource and recreation management
plans; preparing complete, or portions of, draft and final resource
management plans. The contract will be evaluated on the following
factors: a) Technical Expertise; b) Specialized Experience; c) Past
Performance; d) Price will be considered and evaluated separately. e)
Location. The contract period will be for one year with options to
