Sources are sought to provide services at the Precision Measurement
Equipment Laboratory (PMEL) at Vandenberg AFB (VAFB), Santa Barbara
County, California, an Air Force Type IIC PMEL. Services will include
calibration, repair, certification, and overhaul of precision optical,
electronic, mechanical, and radiation detecting equipment used in
support of DoD and NASA spacelift and DoD ballistic missile test
programs; other federal customers may be included as well, e.g., the
federal prison at Lompoc CA. The PMEL contractor will also operate and
maintain a Precise Time Reference Station. Approximately 20,000 items
are expected to be processed by PMEL each year and the successful
offeror must demonstrate the ability to obtain a SECRET level facility
security clearance. The contract to be awarded will be for one base
year beginning 01 Oct 97 and four one-year options. This competition is
a 100% set-aside for small business under SIC code 8731, size standard
1,000 employees. This notice is to advise of a draft RFP package to be
mailed to respondents in late Oct 96. If your firm desires a copy of
the draft RFP, respond in writing to the contract specialist (you may
send your request by telefax to (805) 922-1703. Potential offerors may
choose to participate in brief one-on-one discussions with the Air
Force in mid-Nov 96 to discuss the draft RFP. Details will be provided
in the draft RFP and specific dates and times will be arranged with
each requesting firm. Potential offerors may also submit written
questions or suggestions which will be evaluated for incorporation into
the final RFP but which may not be answered separately; the final RFP
may also reflect other revisions. The final RFP is planned for release
during Mar 97 and will be advertised in advance by a separate notice
in CBD. Potential offerors must submit an additional request in
response to the CBD notice of the final RFP in order to receive the
final RFP. For responses, potential offerors must supply their complete
mailing address in writing, including their Zip + Four (9-digit)
Zipcode. This information is required for all outgoing official US mail
from VAFB. Potential offerors should also state if they are a small or
large business and are requested to provide examples of relevant
Government or commercial past and present work. Such examples should
include contract number, dollar value, work description, period of
