WORK - - The work includes demolition of existing BEQ facilities and
construction of new site utilities, site improvements, and new BEQ
housing and community facilities. New BEQs are to be three-story,
walk-up, garden style apartments. The buildings consist of five
configurations of 12, 22, 24, 34, and 36 unit buildings. Combined with
this building mix will be a mix ofunit elevations, roof types, and
free-standing entrances. The predominant building materials are
integral-colored concrete masonary units (CMU) with standing seam metal
roofs. The buildings are comprised of one type of apartment or
''unit''. A ''unit'' consists of two sleeping/living rooms with an
adjoining closet/bulk storage area, a combined bathroom with shower and
toilet. Each BEQ unit is provided with a ceiling-mounted water source
heat pump (WSHP) unit with individual controls for each sleeping/living
room. Cluster of BEQ buildings are located in close proximity to two
Small Community Buildings. These serve as centralized locations for
laundry, vending, and supplies as well as central locations for
domestic cold and hot water which serve the BEQ apartment buildings.
Each Small Community Building has an exterior patio with built-in
seating and BBQ grilles. A new mechanical plant consisting of gas-fired
boilers and cooling towers is to be constructed within the scope of
this project. The WSHP system consists of a closed loop water circuit
in which water is continuously circulated throughout the BEQ site and
serves the individual WSHP units within the BEQ apartment buildings.
--The estimated cost is $10 Million -- Firm Fixed Price Contract. --
Contract duration is approximately 420 calendar days. -- This proposed
contract will be unrestricted.--The Standard Industrial Code is 1522
and the annual size standard is $17 million. It is recommended the
subcontracting goals reflect a minimum goal of 8% for Small
Disadvantaged Business Subcontracting effort. Bidders should request in
writing stating IFB number N68711-95-B-7580, with complete name,
address, area code and phone number and whether bidding as a
prime/subcontractor/supplier.--Telephone requests will not be
accepted.--There will be a charge for plans and specs of $76.00. The

formally advertised.--Tentative issue date is on or about 29 October
