Air Systems Command intends to award a firm-fixed price sole-source
purchase order, under the simplified acquisition threshold, to
McDonnell Douglas Corporation for engineering and technical services
for support of a MA-31 Target Vehicle launch/firing to be conducted at
the Atlantic Fleet Weapons Training Facility, Roosevelt Roads, Puerto
Rico, on or about 24Nov96. The launch vehicle (TV-4) was originally
provided under the MA-31 Foreign Comparative Test (FCT) contract as a
spare. Services include making the vehicle ready for flight, supporting
the flight and obtaining the necessary Russian subcontractor support
for the flight. In accordance with 10 U.S.C. 2304(c)(1), McDonnell
Douglas Corporation is the sole-integrator of the Russian designed and
manufactured MA-31 Aerial Target system (for use on a U.S. range) and
is the only known firm with the knowledge, experience, and technical
data necessary to meet the Navy's requirements within the required
timeframe. McDonnell Douglas Corporation is also the only known U.S.
firm with an exclusive U.S. MA-31 marketing/licensing arrangement with
the Russian manufacturer, Rosvoorouzhenie. Any questions regarding
