This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00421-96-Q-1097 is issued as a Request for Quote (RFQ). At the end of this solicitation the following note will appear END OF TEXT. The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 90-39 and Defense Acquisition Circular 91-10. This combined synopsis/solicitation also serves as a notice of intent to negotiate a firm fixed price contract with Digital Voice Corporation, 13700 Hutton Drive, Farmers Branch, TX 75234 on an other than full and open competition basis for the procurement of the internal components of RDLU extension of the DBX 2688 telephone system manufactured by Digital Voice Corporation. The Contract Line Items are: CLIN 0001: Frame Assy 192 port P/N 770427-023 (Qty 1); CLIN 0002 Package Assy Remote Digital Line Cell P/N 816439-616 (Qty 2); CLIN 0003 Package Assy, RDLC Digital Line ControlP/N 616427-704 (Qty 4); CLIN 0004 Package Assy, Optical Recv 5KM P/N 770427-703 (Qty 2); CLIN 0005 Package Assy Optical Recv 10KM P/N 816427-703 (Qty 2); CLIN 0006 PWBA, MK3 Power, DLC/DTI Cell P/N 770010-026 (Qty 1); CLIN 0007 Cable Assy P/N 207533-009 (Qty 2); CLIN 0008 Cable P/N 207533-016 (Qty 2); CLIN 0009 PWB, multiplexed Digital Line Card P/N 816402-026 (Qty 8);CLIN 0010 Cable Assembly, CDF, Shielded P/N 601281-050 (Qty 8). The government intends to negotitate on a sole source basis in accordance with FAR 6.03 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Digital Voice Corporation DBX 2688 is the installed telephone system on location. The RDLU is an extension of the DBX 2688 and is propriety to Digital Voice Corporation. This procurement shall be F.O.B. destination and delivered to Receiving Office, NAWCAD Patuxent River, Building#115, Villa Road, St. Inigoes, MD 20684-0010 within 1 month of anticipated award date of 30Sep96. FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. The clause at FAR 52.212-2 Evaluation--Commercial Items (OCT 1995) does not apply to this acquisition. The Government will evaluate the proposal for fairness and reasonableness in accordance with FAR part 15,before making an award. Each offeror shall include a completed copy of the provision at FAR52.212-3, Offeror Representations and Certifications--Commercial (MAR 1996) with its proposal. FAR 52.212-4 Contract Terms and Conditions--Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. WARRANTY--The contractor shall extend to the Government full coverage of any standard warranty normally offered in a similiar commercial sale. Acceptance of the warranty does not waive the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the items listed in the schedule. By addendum, the clause at FAR 52.211-5 New Material (MAY 1995) is incorporated. This is a DO rated contract.
