The proposed contract action is for supplies for which the Government intends to solicit and negotiate under the authority of 10 USC 2304(c)(1), Only One Responsible Source, FAR 6.302-1(b)(2). Since the Government does not have the necessary technical data for a competitive solicitation, the Request for Proposal will be issued to TRW Inc. Systems Integration Group, Sunnyvale, CA 94088-3510 for 144 each Antenna Blades, NSN 5985-01-391-3029, P/O AN/PRD-12 System, TRW Part Number 10-183220-1. However, all wishing to qualify must include documentation such as test results, copy of purchase orders, if the supplier was/is a vendor to the previous source, or a statement from the previous source demonstrating that the supplier can, in fact, supply an item that will be physically and functionally interchangable (down to the repair part level) with the item acquired from the previous suupplier. Most recent, representative unit price was $691.92 for a qty of 208 each, awarded on 12 February 1993. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual. All requests must include (1) company name, (2) point(s) of contact name(s) and title(s), (3) return address(es) and (4) telephone number(s).
