contractor to the US Army on the Crusader program (prime contract
DAAE30-95-C0009) wishes to identify organizations with capability to
develop a muzzle reference sensor for use on a 155mm howitzer. Muzzle
reference sensors have been used to improve the accuracy of direct fire
weapons on tanks. This device will be used to evaluate their utility
for indirect fire accuracy improvement. It will measure small changes
in the orientation of the muzzle bore due to bending of the tube from
gravity and differential heating. Alignment procedures, preferably
automatic, should be provided to refer the measurement to the
orientation of the bore at the breech. The program contemplated will
require the development and delivery of three muzzle reference systems
during the demonstration and validation phase of the Crusader program.
United Defense L.P. intends to issue a request for proposals to
organizations judged to be qualified and interested in this development
activity; note however, that this solicitation does not create an
obligation to do so. Interested organizations should respond to this
announcement with a state of related experience and capability suitable
for evaluation of qualifications to perform the required work. See Note
25 for guidance. Other sources also may be used to compile a list of
qualified bidders. Submissions should be received no later than 21 days
after the publication date of this notice, addressed to United Defense
L.P., Armament Systems Division, 4800 E. River Rd., Minneapolis, MN
55421-1498, Attention: Phil Kuechenmeister. Organizations judged to be
qualified to support Crusader development objectives will be placed on
the bidders list to receive the RFP. United Defense LP reserves the
right to make small or small disadvantaged business set-asides as
appropriate. The cost of preparing capability statements or requested
information will not be entertained as allowable expense to any
resulting contract. It is not necessary to submit proprietary data, but
