Officer 208-378-5156 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation No. 1425-97-SP-10- 14120 is issued as a Request for
Proposals (RFP) and incorporates provisions and clauses in effect
through Federal Acquisition Circular 90-42. This acquisition is
set-aside for small businesses. The size standard is 500 employees and
the standard industrial classification code is 3449. The Yakima Field
Office, Yakima, Washington has a fixed price requirement for
furnishing and delivering fishscreen panels. The panels must meet the
following technical specifications: Thirty-six fishscreen panels shall
be fabricated by a manufacturer of profile wire or wedge wire
screening with a minimum of five years experience in the manufacturing
of profile wire or wedge wire screening fabric. The panels shall be
fabricated with outside to outside dimensions as follows: 3 feet 11-5/8
inches wide plus or minus 1/32- inch and 7 feet 2-7/8 inches high plus
or minus 1/16-inch. No opening within the individual panels shall be
larger than 1.75 mm. The face of the screen shall be flat, plus or
minus 1/16-inch; no opening larger than 1.75 mm shall exist along the
perimeter interface of the screen panel and the vertical banding. The
fishscreen panel shall be fabricated to the tolerances as follows: The
face of the screen fabric shall be flush with the adjacent frame, plus
or minus 1/32-inch. The camber (variation from straight, measured
parallel to the screen face) on any side of the frame shall be 0-
inches convex to 1/8-inch concave. The sweep (variation from straight,
measured perpendicular to the screen face) on any side shall be plus
or minus 1/8-inch. Panels shall be fabricated with vertical side
banding (2-inch x 2- inch x 1/4-inch angle) and horizontal support bars
of 1-1/2-inches x 1/4- inch, spaced 4 inches on center. Support bars
shall be the full length of the panel and attached at the top and
bottom. Dielectric pads shall be furnished. Materials required for the
fishscreen panel shall be as follows: (a) Banding and support
bars.--ASTM A276 or ASTM A479 type 304 stainless steel; (b) Screen
fabric.--The screen fabric shall be wedge wire or profile wire screen.
The widest portion of the profile wire shall have a minimum width of
3mm, a minimum depth of 3.8mm, with a minimum section modulus of
2.002e-04 in3 about the x-axis and 1.187e-04 in3 about the y-axis.
Wedge wire shall be v-shaped with the largest width of the wire
positioned upstream of flow and the smallest width of the wire
positioned at the downstream of flow. The wire shall be 304 stainless
steel. Wedge wire shall run vertical. The size of the openings between
individual wedge wire shall be 1.75 mm. The tolerance on the screen
opening size shall be plus or minus 0.002 inches; (c) Dielectric
pads.--Ultra-High Molecular Weight Polyethylene (UHMW), 1/8- inch thick
by 2-inches wide shall be provided in lengths as follows: 24 each (7
feet 2-7/8 inches); 24 each (11 feet 11-1/8 inches) (Attachment not
required.) Fabrication.--All work shall be equal to the best modern
practice in the manufacture and fabrication of materials of the type
covered by these specifications, notwithstanding any omissions from
these specifications. Welding and work related thereto shall be
performed in accordance with AWS structural welding codes for stainless
steel. Material shall be straight and free from sharp kinks and bends
before being laid off or worked. Shearing and cutting by torch or
electric arc shall be performed accurately, and all portions of the
work which will be exposed to view after completion shall be finished
neatly. Final cuts shall be ground/dressed smooth to eliminate jagged
edges. After fabrication, all materials shall be straight and true and
free from kinks, twists, or warps. If straightening is necessary, it
shall be done by methods that will not injure the metal or widen wedge
wire allowed openings. A copy of the fishscreen panel drawing may be

378-5108. An electronic version of the drawing can also be provided
upon request via e- mail to szimmer@pn.usbr.gov. An 8'' x 8'' sample of
the proposed screen material and shop drawings shall be provided to the
Government for approval within 5 days after award of the contract and
the Government will require 2 days for approval of the sample and shop
drawings. The items are to be delivered by 1-15-97, to Bureau of
Reclamation, Yakima Field Office, Maintenance Shop, 1917 Marsh Rd.,
Yakima WA. The following FAR provisions and clauses apply to this
acquisition: 52.212-1 Instructions to Offerors-- Commercial Items (OCT
95), 52.212-2 Evaluation--Commercial Items (OCT 95), 52.212-3 Offeror
Representations and Certifications--Commercial Items (JUN 96),
52.212-4 Contract Terms and Conditions--Commercial Items (AUG 96),
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders--Commercial Items (AUG 96), and 52.247-34 F.O.B.
Destination (NOV 91). Clause 52.212-5, paragraph (b) is tailored to
incorporate the following clauses by reference: 52.203-6 Alt. 1,
52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.225-9, 52.225-18, and 52.225-21. The Government
intends to make a single award to the responsible bidder whose bid is
most advantageous to the Government, based on items meeting the
specifications, experience in manufacturing flat profile bar screens,
delivery schedule, and price and price-related factors considered, in
descending order of importance as listed here. In order to determine
you have the required experience in manufacturing flat profile bar
screens, you must submit record of your past performance with your
proposal. The Government reserves the right to award without further
discussions. Offerors must include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications--Commercial Items
(MAR 96), with their offer. A copy of this clause will be provided

Priorities and Allocations System (DPAS). The closing time and date for
receipt of offers is 10 a.m., November 12, 1996, local time. Offers are
