Contracting Officer, 208/373-3909. The goal of Project Aurora is to
create an exciting new interactive and educational paradigm describing
innovative Bureau of Land Management (BLM) natural resource projects.
This will include the production of a CD ROM which can be used as a
stand alone product, but which can also be used in conjunction with an
Internet site. The CD ROM will provide a rich and fast interactive
multimedia experience to the audience, while the Internet will provide
the primary source of current information and links to new resources.
With this interactive technology, we will target a general population
of high school students through adults who are interested in learning
about conservation and the management of natural resources. The
primary focus will be on streams and their riparian areas as the
critical keys to maintaining healthy watersheds. Use of real world
examples will stimulate the audience to become actively involved in
improving the health of streams and watersheds in or near their
communities. Technical creation will include use of sounds, movies,
audio visual programs, narratives, 3-D animation, and QuickTime Virtual
Reality (QTVR) panoramas. Historical information is easily adaptable
from BLM's documents TR1737-9 1993 - Riparian Area Management and the
``50 Year Celebration''. Major topics of this program will include: (1)
Riparian Ecosystems - describing wetlands, riparians, uplands, streams,
etc.; (2) Historical Perspective - describing land use in the West,
origin of BLM, Federal Land Policy and Management Act of 1976, Clean
Water Act, 1977, Water Quality Act Amendment, 1987, and BLM -
Wetlands-Riparian Initiative, 1990's; (3) Riparian Area Management -
describing the process for assessing ``Proper Functioning Condition'';
(4) Glossary of Terms; (5) Reporting Tables of Riparian Areas; (6)
Channel Evolution Examples; (7) Riparian-Wetland Functional Checklist;
(8) Riparian-Wetland Examples illustrating Best Management Practices
and local variations in restoration efforts which have been developed
by local working groups. The following sites are areas for special
focus: (A) Bear Creek, Oregon, (B) Warner Wetlands, Oregon, (C) Trout
Creek Mountains drainage, Oregon, (D) Willow and Beaver Creek, Idaho,
(E) Coastal example, (F) Forested example, and (G) Agricultural
example; (9) Willow Creek Watershed Restoration and Education Project
- a partnership project with local citizens and school students with
documentation of the monitoring process on the CD ROM and Internet
site. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This solicitation is issued
as a request for quotations (RFQ), number 1422D910Q972000. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This solicitation
is set aside for small business under standard industrial
classification code 5999 where number of employees does not exceed 500.
The contract line item number is: Item 1, CD ROM and Internet, as per
the described project, 1 each. Partial payments may be authorized as
project steps are completed. The CD ROM is due 230 days after award of
the contract and shall be delivered to the Contracting Officer, BLM,
1387 S. Vinnell Way, Boise, Idaho, 83709. The provision at 52.212-1,
Instructions to Offerors-Commercial is applicable. The provision at
52.212-2, Evaluation-Commercial Items is applicable, and the following
shall be included in paragraph (a) of that provision. Quotes will be
evaluated on technical capability, price, and past performance, listed
in descending order of importance. A technical evaluation will include
and examination of technical features proposed. Past performance will
be based on the Contracting Officer's knowledge, contacting provided
references, and other reasonable sources. Knowledge of and ability to
access Idaho and Oregon BLM riparian areas shall be addressed. Price is
estimated at less than $100,000. Selection will be made of the offer
that is most advantageous to the Government. Offerors shall include a
completed copy of the provision as 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause
52.212-4, Contract Terms and Conditions-Commercial Items, is
applicable. The clause 52.212-5, Contract Terms and Conditions Required
To Implement Statutes or Executive Orders-Commercial Items, is
applicable, and the following additional FAR clauses cited in the
clause are applicable: 52.219-14, 52.222-26, 52.222-35, 52.222-36,
