FOR PUBLICATION OF PRE-PRDA CONFERENCE SYNOPSIS SOL PRDA 97-03-AAK POC

Contracting Officer, (513) 255-5201. Wright Laboratory (WL/AAKR) plans
to issue Program Research and Development Announcement (PRDA)
97-03-AAK for the award of an Indefinite Delivery/Indefinite Quantity
contract(s) for the Exploratory Radio Frequency Technology (ERFT)
program. The objectives of the ERFT program are to create, investigate,
forecast, analyze, model, simulate, develop, test, evaluate, validate,
and demonstrate active and passive RF technologies for reconnaissance
and strike avionics. ERFT also will identify/investigate RF technology
''shortfalls'' and identify/develop technology solutions to these
''shortfalls.'' The identified technology solutions will enhance
survivability, affordability, and mission effectiveness for precision
all-weather offensive/defensive avionics. Customer mission domains are
aerospace-to-ground and aerospace-to-aerospace. ERFT performs
research, exploratory/advanced development, expert analyses, and
quick-turnaround assessments for the Wright Laboratory RF Technology
Division's (WL/AAM's) Advanced Technology Branch (WL/AAMP), Information
Transmission Branch (WL/AAMI), Electronic Combat Branch (WL/AAMW), and
Airborne Radar Branch (WL/AAMR). WL/AAKR anticipates making one award.
The anticipated ceiling of the program will be $23.6 million spread
over 60 months. Anticipated award date is April 97. The PRDA is
scheduled to be synopsized 12 Nov 96. Supplemental packages will be
released at publication of the PRDA synopsis. Interested parties are
invited to attend a pre-PRDA conference from 9-11 a.m., 5 Nov 96, in
the Air Force Institute of Technology Engineering Auditorium (Bane
Hall), Building 640, Wright-Patterson Air Force Base. The auditorium
doors will open at 8:30 a.m. An overview of the acquisition, from both
a technical and contractual perspective, will be presented. Interested
parties are asked to limit attendance to no more than three
representatives from each prospective team member. Those planning to
attend should forward the name, address, and phone number of their
company, and the names of those who will attend, to Brad Kneisly,
WL/AAKR, facsimile number: (513) 255-3985. Request that the information
be received no later than 30 Oct 96. To facilitate teaming arrangements
and small business participation, the names and addresses of interested
companies will be issued to all prospective offerors in the
supplemental package to this PRDA. Prospective offerors also should
submit requests for the supplemental package to Mr. Kneisly, WL/AAKR,
Building 7, 2530 C Street, Wright-Patterson AFB, OH 45433-7607. An
Ombudsman has been appointed to hear concerns from offerors and
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Contracting Officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. All potential offerors should use established
channels to voice concerns before resorting to use of the Ombudsman.
When requested the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decisions. Size Status: For
the purpose of this acquisition, the size standard is 500 employees
(SIC 8731). Interested parties should direct all routine communication
