C -- INDEFINITE DELIVERY ARCHITECT ENGINEER CONTRACT FOR GEOTECHNICAL ENGINEERING SERVICES FOR THE CHICAGO DISTRICT CORPS OF ENGINEERS POC Contact William Rochford (312)353-6400 X 3030/ Contracting Officer Janet Hancks (309)794-5443 Indefinite Delivery A/E contract for Geotechnical Engineering Services within the Chicago District, U.S. Army Corps of Engineers. Estimated contract award date is January 1997. Contract will consist of individually negotiated work orders not toexceed $1,000,000.00 with a cumulative total not to exceed $1,000,000.00 during a one year period, with an option to extend for two option periods. The minimum guaranteed amount for the base year is $20,000.00 and $10,000.00 for each option yearperiods. Commencement and completion of work is subject to the requirements of individual work orders. Selection will be based on the following criteria which are listed in order of importance. Criteria a-f are primary factors. Criteria g-h aresecondary factors and will only be used as ''tie-breakers'' among technically equal firms. a) Geotechnical experience and technical competence of firm and contract team members to perform traditional geotechnical analyses in soil and rock includingslope stability, seepage, bearing capacity, and settlement; conduct and analyze groundwater investigations; and to prepare and conduct subsurface site explorations. b) Able to conduct field operations including: soil drilling and sampling; rockdrilling and coring; in-situ borehole testing such as pumping testing, pressure testing, and borehole geophysics; well installation; surveying of borehole locations; rock joint mapping; and surficial geophysical surveying. c) Laboratory capable ofreceiving Corps of Engineers certification for testing soil and rock samples. d) Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e) Capacity to perform two $500,000work orders within a 6 month period. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. f) Knowledge of the Locality withrespect to the geologic conditions of the Chicago area. g) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimatedeffort. h)Volume of DoD contract awards in the last 12 months as described in Note 24. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition),and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday,the deadline is the close of business of the next business day. Include the firm's ACASS number in the SF 255, Block 3b.
