(Site Code DAKF57) Contractor shall furnish all personnel, management, equipment (except as otherwise stated), transportation and supplies necessary to control noxious weeds. Weeds to be controlled are among those listed in the Washington State Noxious Weed List (Chapter 16-750 of the Washington Administrative Code of Class A, Class B or Class C noxious weeds). The targeted species for control at Fort Lewis are tansy ragwort, knapweed complex (any species found), leafy spurge, Canada thistle, purple loosestrife and Scotch broom. The targeted species for Camp Bonneville are all of the above and additional thistles as specified. During the duration of this contract, the Government reserves the right to add additional weeds from the Washington State Noxious Weed List. The contract period consists of a Base Period (1 April 1997 through 30 November 1997) and three one-year option periods. The proposed procurement listed here is being considered for 100 percent set-aside for small business (SB) or small disadvantaged business (SDB) concerns. Interested SB or SDB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform and if a SDB, provide a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SB or SDB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB concerns. Small disadvantaged business concern means a small business concern that is at least 51 percent unconditionally owned by one or more individuals who are both socially and economically disadvantaged, or a publicly owned business that has at least 51 percent of its stock unconditionally owned by one or more socially and economically disadvantaged individuals and that has its management and daily business controlled by one or more such individuals. This term also means a small business concern that is at least 51 percent unconditionally owned by an economically disadvantaged Indian tribe or Native Hawaiian Organization or publicly owned business that has at least 51 percent of its stock unconditionally owned by one of these entities, that has its management and daily business controlled by members of an economically disadvantaged Indian tribe or Native Hawaiian Organization, and that meets the requirements of 13 CFR 124. Socially disadvantaged means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged. Concern means any business entity organized for profit with a place of business located in the United States, including, but not limited to an individual, partnership, corporation, joint venture, association, or cooperative. The size standard is any concern including its affiliates with an average annual sales or receipts for its preceding three fiscal years not in excess of $5 million.
