Missions (OFM) requires contractor support for the day-to-day operation
of its headquarters in Washington, DC as well as OFM branches in New
York City, Chicago, San Francisco and Los Angeles in space supplied or
leased at Government expense. Operations include a diplomatic motor
vehicle office and offices for diplomatic tax exemption, customs
clearance, travel, accreditation, program support and real property
transactions. Contractor support for the above programs is estimated at
40 personnel. Information Technology for the above programs is supplied
by the Office of Foreign Missions Information System (OFMIS).
Contractor suppport is estimated at 10 personnel for systems operation,
maintenance and enhancement of OFMIS. The OFMIS systems environment is
a hierarchical client-server architecture comprising IBM mainframe
processors, Wang VS minicomputers, and Intel-based clients and servers
utilizing the Banyan Vines and Windows NT network operating systems.
The LAN/WAN environment is comprised of a 10BaseT Ethernet and a WAN
utilizing x.25 and Frame Relay. Network protocols are Banyan Vines and
TCP/IP. The contractor must show proven, hands-on experience with all
aspects of the hardware/software environment outlined above.
Additionally, the contractor also must be able to provide end-user
suppport for a variety of different office automation products
including but not limted to WordPerfect, Microsoft Word, Microsoft
Excel, Lotus 1-2-3, Lotus cc:Mail, and Lotus Freelance. The contractor
also must possess extensive experience within the hardware/software
environment outlined above, with Model 204 User Language, JCL, Oracle
Forms 3.x and higher, Oracle 6.x and higher, Microfocus COBOL, and C.
The OFMIS consists of approximately 960 data elements, 40 files, 2,200
procedures composed of approximately 450,000 lines of code.
Application database systems include: a)Customs clearance; b) tax
reciprocity; c) diplomatic motor vehicle management; d) diplomatic
travel arrangements; e) real property transactions; f) diplomatic
accreditation; and g) Government accounting. Anticipated new
developments will enhance these systems and are to be completed during
the contract period. Contract start date for basic year plus four
option years is April 1, 1997. Total estimated staff level is 50. All
contract personnel must have secret clearances with evidence of same
presented in the proposal response. The RFP is expected to be issued on
or about 11/8/96. Interested firms should submit a request in writing
