includes sitework, recycling of construction debris, concrete, masonry,
structural steel, insulation, metal decking, membrane roofing,
preformed metal siding and roofing, doors and windows, lathing and
plastering, gypsum dry wall, tile, carpet, acoustical ceilings, toilet
partitions, elevator, plumbing, mechanical and electrical work and
incidental related work. The facilities to be constructed are as
follows: a. Building 470, alteration to existing facilities, and new
construction. b. Building 570, alteration to existing facilities, and
new construction. c. Classified Matter Shredder Building. d. Control
Tower. Buildings 470 and 570, are existing aircraft maintenance
hangars. Both buildings will receive long-span front extensions to the
hangar bays to allow for the storage of helicopters. The extensions
are clad in preformed metal panels with concrete and concrete masonry
wainscots. Both buildings will also be upgraded to current seismic
standards. In addition, as an additive bid item, the backshops and
offices in building 470 will be renovated to accommodate three
helicopter squadrons. The Classified Matter Shredder Building is a
small concrete masonry structure which houses a paper shredder. The
building will be located adjacent to existing Building 630, and will
serve COMCABWEST. The Control Tower is a steel-framed structure clad in
precast concrete. The tower cab is clad in metal panels and glass. The
Control Tower is located adjacent to the existing air traffic control
building, and will replace the tower currently in use. The cab is
significantly larger than the current tower, due to the need for both
helicopter and fixed-wing control stations. No landscaping will be
required at Buildings 470, 570 or the Control Tower, since these
structures are entirely surrounded by concrete or asphalt paving. A
small amount of restoration hydroseed will be required at the
Classified Matter Shredder Building.--The estimated cost is between $10
million and $25 million.--Firm Fixed Price Contract.--Contract duration
is 300 calendar days.--Bids will be considered from all responsible
sources.--This project is unrestricted.--The Standard Industrial Code
is 1522 and the annual size standard is $17 million.--It is recommended
the subcontracting plan goals reflect a minimum goal of 7% for Small
Disadvantaged Business subcontracting effort.--NOTE: Plans and specs
will not be mailed to firms within a 20 mile radius of the issuing
office. A fee will be charged for all plans and specs. Each set will
cost $187.00. --Solicitation packages may be acquired in person from
Plan Issue or by mail.--Telephone requests will not be
accepted.--Requests for the solicitation package must be in writing
stating solicitation number N68711-94-B-1593, complete name, address,
area code and phone number and whether bidding as a
prime/subcontractor/supplier. -Plan holders lists will not be
faxed.--Mail requests to Southwest Division, Naval Facilities
Engineering Command (Plan Issue), Building 132, 1220 Pacific Highway,
San Diego, CA 92132-5187 with a check payable to DEFENSE PRINTING
SERVICE.--Fees are not refundable.--Submit one (1) check per
project.--Solicitation packages are limited to two (2) sets per prime
and one (1) per subcontractor/supplier.--Plans and specifications will
