replacing heating and plumbing systems and installation of a gas fired
boiler in Quarters 3. The work will be performed at the U.S. Coast
Guard Academy, New London, CT. This project contains hazardous
material; the existing lines are insulated with asbestos. This
acquisition is 100% set aside for small business; SIC Code is 1711,
Size Standard is $7 million. There will only be one site visit which
will be identified in the solicitation package, and contractors are
strongly encouraged to attend. The resulting contract from this
acquisition will be awarded to that responsible offeror whose quote,
conforming to the request for quotation, will be the most advantageous
to the Government, considering only price and price-related factors.
The price is estimated to be within the range of $25,000 and $100,000.
It is intended to award a Firm Fixed Price contract. Requests must be
made in writing to Superintendent (fp), U. S. Coast Guard Academy, 15
Mohegan Avenue, New London, CT 06320-4195, specifying solicitation
number; telephone requests will not be honored. All requests shall be
accompanied by a $20.00 non-refundable check payable to the U.S. Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises; the Department of Transportation (DoT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned, and disadvanated business enterprises to
acquire short term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DoT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DoT provides an 80 percent guaranty on
the bond amount to the surety against losses. Loans are also available
under the DoT Short Term Lending Program (STLP) at prime interest
rates to provide accounts receivable financing. The maximum line of
