Inventory Control Point, Philadelphia site, will be soliciting
proposals for a commercialized type of weapons system support for the
following components of the T-7- engine system:\ Compressor NSN
2840-01-308-3884, P/N 6900T78G03\ Compressor NSN 2840-01-366-0337, P/N
6900T93G02\ GG Rotor NSN 2840-01-344-6057, P/N 6055T26G10\GG Rotor NSN
2840-01-370-3011, P/N 6082T04G06\ Proposals must be modeled after a
method of support known as Direct Vendor Delivery (DVD), however
modified to incorporate the military unique aspects of this system.
Under the DVD concept, the contractor's role is greatly expanded. The
scope of effort includes, at a minimum, the following types of effort.
The contractor must address each of these areas in the proposal.\ 1)
responsibility for maintaining the contractually required fill
ratesspecified in the RFP solicitation. Repair or replacement of all
components, (repairable and consumable).\ 2) Establishment of MTBF
goals for each depot level repairable under contract, and achievement
of MTBF goals that allow for technology enhancement and growth in
reliability throughout the contract term; and \ 3) Storage and
immediate issuance of all Government owned inventories of the system to
meet specific availability goals. The resultant contract shall be a
requirements contract consisting of five base years with five one year
options.\4) Requirements to manufacture or buy to meet availability
goals for all demands resulting from the overall operationof the system
in accordance with information listed above. the contractor must
address the means by which spare and replacement parts will be handled
for situations such as increased flight hours, additional outfitting,
and decreased reliability\ 5) The proposal shall include procedures
for each of the following areas:\ A) repair or replace\ B) BER\C)
Holding of inventories\D) Rotable pool\ E) Plans for asset
disposal.\THIS IS NOT A TRADITIONAL REPAIR OR UPGRADE PROGRAM. Due to
the unavailability of technical data the sources to be solicited are
General Electric Aircraft Maintenance Center, and Sabreliner
Corporation. Submission of a technical proposal for review by the
