39 -- DEVELOPMENT AND TESTING OF MAIL ITEM RETRIEVAL SYSTEM (MIRS) Contact Point, Pauline C. McTeer, Fax, 703-280-8412. The Postal Service is seeking sources and qualification statements from firms who are interested in being considered for development of the MIRS. The USPS has a requirement for the design, development, installation, and testing of two (2) prototypes for the Mail Item Retrieval System (MIRS). MIRS is a system which will improve service for USPS customers and employees by automating the current process for storing and retrieving undeliverable mail items, such as Certified, Registered, and held mail, and function as a Post Office box, as well. It will provide access to carriers, clerks, and customers. The MIRS will be a modular system that will occupy an area of H8'-12'-xL8'xD4' as a base model, with additional add on modules of 8'x4'x4'. The system will uniquely identify individual mail items and keep a record of the current inventory. It will also prepare and print five day notices on a daily basis. The system will automatically retrieve mail items and present them at the window clerk area without the need for the clerk to go to the back room, or the customer may access the system without the clerk. We are seeking qualification statements from only those firms who can adequately demonstrate the following capabilities: (1) successful past performance in the design and test of automated material storage and retrieval systems; (2) the ability to program software and firmware; (3) experience in the development of secure electronic access to systems by multiple users; and (4) the availability of existing technology that can be modified to build, test, and deliver prototypes complete within 26 weeks after the award of a contract. Only those firms who are determined to be qualified will be considered for any resulting contracts. Interested firms should prepare a summary of their qualifications, including the most recent financial statements, not to exceed twenty (20) single-sided pages, which must demonstrate that they possess the capabilities described above. The qualification statement must be submitted in an original and three (3) copies to the address above no later than November 12, 1996. (292)
