Officer at (904) 882-4141. The 46th Test Wing, Director, Technical
Directorate, plans to contract for prototypes and specialized hardware
and software required to meet urgent customer requirements in testing
capability. This contract will provide specialized engineering and
fabrication of hardware and software, via a Research and Development
contract, to update the Air Force Development Test Center's (AFDTC)
test and evaluation resources in the areas of Command, Control,
Communications, Computers, and Intelligence (C4I) and Munitions
Testing. This contract will include the following: (1) Test Capability
Enhancements involving systems analysis, systems engineering, design,
development, fabrication, calibration, integration of test
instrumentation including hardware and software, test facility design
and characterization, and requirements verification, (2) Software
Development involving computational modeling/simulation, accreditation,
and database design, (3) On-site Test and Evaluation Support including
planning, execution, data reduction, analysis, technical support, test
facility verification, and training, (4) Munitions relating to guidance
and control, aircraft compatibility/interface, flight test analysis,
lethality, countermeasures/counter-countermeasures, electromagnetic
interference/electromagnetic compatibility (EMI/EMC), target
signatures, warheads, munitions effectiveness, system performance,
non-cooperative target scoring, and survivability, and (5) C4I relating
to command, control, communications, computers, intelligence,
surveillance and reconnaissance, networking, management information
systems, information warfare, system security and vulnerability, and
system performance. This contract will also include provisions for
limited contracted assistance and advisory services related to the
above. AFDTC/PKZ plans to award a minimum of two contracts of an
approximate duration of 5 years. A draft Request for Proposal (RFP) is
scheduled for release in the Second Quarter FY 97, followed by formal
RFP release. Contract awards are planned for Fourth Quarter FY 97.
Information associated with this program may be classified up to, and
including, TOP SECRET/SCI. Additionally, all potential contractors will
be required to obtain export control certification from the Defense
Logistic Service Center (DLSC), Battle Creek, MI 49016-3412
(1-800-352-3572) in accordance with DODD 5230.25 prior to being
provided the draft RFP and access to unclassified data. Certification
is accomplished using DD Form 2345, ''Military Critical Technical Data
Agreement''. This requirement for DD Form 2345 certification also
applies to any subcontractors being given access to reproduced data by
another contractor. Material developed under this program will be
considered non-proprietary and may be used by the Government under
other contracted programs. This effort will contain an organizational
conflict of interest clause. The clause will state that a contractor
delivering a prototype in response to requirements of this contract
will be excluded from follow-on production. Developers of equipment to
be evaluated by Eglin Munitions and C4I test resources in order to
proceed into production shall be excluded from competition for this
effort. This sources sought synopsis is for planning purposes only, and
shall not be considered an Invitation for Bids or an RFP and is not to
be considered as a commitment by the Government. Firms that feel they
are qualified for this effort should submit information as to their
capabilities, experience, and expertise in the following specific
areas: (1) Test Capability Enhancements, (2) Software Development, (3)
On-site Test and Evaluation Support, (4) Munitions, and (5) C4I. See
Note 25. If you do not possess current in-house capability in all
areas, state how you would obtain the capability (e.g., hiring
additional people, teaming, subcontracting, etc.). Firms wishing to be
considered for this effort should submit their qualifications to Capt
Madalena Dama, AFDTC/PKZA, Eglin AFB FL 32542-5320. Government
evaluation of the firm's capabilities will be based upon information
submitted in response to this synopsis. The firm must specifically
address all requirements of this synopsis and should include a
statement whether or not the firm is a small or disadvantaged business
concern. The appropriate SIC code is 3812 with a size standard of 750
employees. The Government reserves the right to consider a small
business set-aside based on responses hereto. Response to this notice
must be received no later than 20 calendar days after publication in
the Commerce Business Daily. Acknowledgment of receipt of responses
will not be made nor will evaluation results be provided. Additional

Commander to hear offerors' or potential offerors' confidential
concerns, if any, regarding this acquisition. The Ombudsman's purpose
is not to replace the technical staff or contracting officer but to
serve as an honest broker and communicate any contractor concerns,
issues, and disagreements to the appropriate government personnel. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. Collect calls
