The Substance Abuse and Mental Health Services Administration (SAMHSA)
is soliciting proposals on a full and open competitive basis from
qualified organizations to award a three year contract to conduct an
inventory of Mental Health Organizations, General Hospital Mental
Health Services and Managed Health Care Organizations. The purpose of
the contract is threefold as follows: (1) to conduct a complete
enumeration of all specialty mental health organizations and general
hospitals using a short form (hereafter called the postcard form) that
will obtain basic information on the size, location, ownership and
other characteristics of these organizations; (2) to select a sample of
specialty mental health organizations and non-Federal general hospitals
with separate psychiatric services from the complete enumeration of all
organizations included on the postcard from, who will receive a
detailed form to complete (hereafter called the survey form); (3) to
contact associations of managed health care companies, the purpose of
which is to obtain information on the utilization of mental health
services by their member organizations and to obtain lists of the
names, addresses, and telephone numbers of managed health care
companies that will comprise the universe of future data collection
efforts. With regard to the managed health care organizations, the
contractor is expected to access data on mental health services that
the associations routinely collect and to develop additional questions
on mental health services in collaboration with the associations. The
estimated issuance date of RFP No. 280-97-8000 is October 29, 1996 and
proposals are due to be received in the Contracting Office 30 calendar
days therafter. The solicitation may be obtained in either of two
ways; electronically, by downloading a file from the SAMHSA Bulletin
Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the
BBS, you should set your communications program at 8 data bits, 1 stop
bit, and parity at none (8-1-none). SAMHSA,s modems will communicate
at 1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Amodem if it is available in your communications program; however any
of those listed on the BBS should prove satisfactory. Large files will
be posted as self extracting compressed files to save time during the
transfer. Hardware compressions features in the modems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified above that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honered if
received within twenty calendar days after issuance of the
solicitation. Requests received after this period will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.
