to reflect F34601-97-R-0008. Provide Contractor Field Team Services to
support the United States Air Force and other DOD and Government
agencies. Contractor Field Teams are a mobile work force used to
supplement organic and contractor fixed facilities. These teams
accomplish modification/maintenance/repair on weapons systems and
support equipment at operational government installations both within
the Continental United States and overseas. The work is accomplished on
various Army, Navy, and Air Force weapons systems and support
equipment. The solicitation contemplates the award of at least three
basic contracts with provisions for both fixed price and time and
material contract line items, as well as the potential for an award fee
pool. Contract period of performance is anticipated to be a basic 2
year contract with four (4) two-year options. The approximate total
program value in excess of 4 billion dollars. Any contracts resulting
from this solicitation shall be evaluated using source selection
procedures set forth in Air Force FAR Supplement Appendix AA. Potential
contractors must be prepared to cope with a vast variety of
requirements not ordinarily experienced, including security, hazardous
duty areas, immediate responsiveness to unusual needs and adhere to
demanding schedules. Proposals will be limited to US sources only as
TCTO information prohibits foreign disclosure. The contract is an
industrial based contract and is used to support United States war
readiness. Solicitations will be issued to the following incumbent
firms Dyncorp (23495), UNC Lear Siegler (17843), Lockheed Martin
Logistics Mgmt Inc (1U563) and Serv-Air Inc (7S976). In addition,
solicitations will be issued to approximately thirty (30) additional
sources having requested copies. This synopsis updates the previous
sources seeking synopsis dated 23 Jul 96. Draft RFP will be issued on
or about 27 Nov 96. Pre-solicitation conference to follow 08 Jan 97.

has been appointed to hear concerns from offerors or potential Offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to source of the concern. The Ombudsman does
not participate in the evaluation of proposals or in the source

involves technology that has a military or space application. The only
US contractors who may participate are those that are certified and
registered with the Defense Logistics Services Center (DLSC)
(18003523572) at the time of the request and have a legitimate business
purpose. US contractors must submit with their request for solicitation
a copy of their current, approved DD Form 2345 if obtained within the
last 60 days. If you do not have a cage code but you have a current
certified DD Form 2345, you must submit your DD Form 2345 with your
request. To request this certification, write to the Commander, United
States/Canada Joint Certification Office, Defense Logistics Services
Center, ATTN: DLSCSBB, 74 Washington Avenue North, Battle Creek MI
490173084 and request a copy of Department of Defense Form 2345 or call
DLSC at the above number. The solicitation/data package will be mailed
to the data custodian identified in block 3 of the DD Form 2345 in
accordance with the current solicitation mailing process. The extent of
foreign participation has not yet been determined. Nothing in this
