(0632) 522-4337. The Philippines' Department of Energy (DOE) through
the National Electrification Administration (NEA) has requested USAID
for technical assistance in the restructuring of the eletricity
transmission and distribution sector. This work will be conducted in
the Visayan Islands of Cebu, Panay and Negros. The purpose of the study
is to determine appropriate groupings of Electric cooperatives and
private utilities to make them more efficient to serve existing needs
and projected loads. The scope of work for this activity includes: (1)
Review of the technical, operational, financial and institutional
constraints or factors that would affect joint actions or possible
consolidation of operations by these groups or members of these groups;
(2) identify options for joint actions, and their respective policy,
legal, institutional, financial and technical issues; and, (3) based on
the above work, assist the utilities to develop action plans for
implementing agreed upon actions or consolidations. Work is estimated
to be completed within a period of 6 months. A firm-fixed price
contract is comtemplated for arrival. Detailed information about this
