intends to issue on or about November 20, 1996, a Request for
Applications (RFA), with the intent of awarding a cooperative
agreement. The anticipated closing date of this solicitation is
December 20, 1996. Under this cooperative agreement, the recipient
shall develop, install, and evaluate an International Border Clearance
System at select border crossing sites in Texas. The recipient shall
conduct, in cooperation with state and local organizations and private
sector participants, an operational test that concentrates on
evaluating the benefits of an ITS user service area, the International
Border Clearance System (IBCS). The objective of this project is to
develop and demonstrate the use of Intelligent Transportation Systems
(ITS) technology in an integrated IBCS which will allow participating
vehicles to pass through international border crossings without delay,
or with expedited inspections. This includes, in order of importance,:
(1) the integration and demonstration with the North American Trade
Automation Prototype (NATAP) system under development by U.S. Treasury,
(2) the integration and demonstration of Dedicated Short Range
Communications (DSRC) interoperability by fully developing and testing
the Commercial Vehicle Information Systems Network (CVISN) DSRC
Interface requirements, and (3) the integration and demonstration of
ITS technology on-board the vehicle to support multiple user services,
improve transportation safety and compliance and gain additional
operational data. The recipient will be required to establish, as a
minimum, a cooperative partnership with the Texas Department of
Transportation. A two year cooperative agreement is anticipated. For a
