performed consists of repairs and replacement of portions of the
existing refrigeration systems serving the make-up air drying system at
Building 1251, 16 Victory Street, West Area, Langley Research Center.
The contractor shall furnish all plant, equipment, tools, materials,
labor and services necessary for or incidental to a complete and
finished job as shown on the drawings and specifications. The work to
be performed includes, but is not limited to, the following:
replacement of portions of the existing refrigeration systems serving
the make-up air drying system. Two existing reciprocating compressors
shall be replaced with one new rotary screw compressor, along with
associated piping and components. Two water-cooled condensing units
serving the drying tower reactivation system shall be replaced with new
condensing units. New combination motor starter/control shall be
installed for each new piece of mechanical equipment. A new main
breaker shall replace the existing breaker which feeds the heater
associated with the air dryer activation system. Install all new wiring
and conduit as required. Contract duration 240 days. Estimated cost
range between $250,000 and $500,000. All responsible sources may submit
a proposal which will be considered. Proposal due date is approximate.
Solicitation available approximately 11-1-96. An ombudsman has been
appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Before consulting with any
ombudsman, interested parties must try to resolve their concerns with
the contract specialist or the contracting officer. The LaRC Ombudsman
