Specialist, 757-864-2436. The work to be performed under these
specifications consists of construction of a Rotor Test Facility (No.
2) inside Building 647, East Area of the Langley Research Center,
Hampton, Virginia. The work to be performed includes, but is not
limited to, the following: A protective cage constructed with
structural steel and galvanized steel fence fabric, the extension of
supportive utilities such as (1) drive power (2) hydraulic system, (3)
cooling water, and concrete trench work. Contract duration 120 days.
Estimated cost range between $100,000 and $250,000. This proposed
contract is 100 percent set-aside for small business concerns. The
small business size standard for this procurement is 7 million. All
responsible small business sources may submit a bid which will be
considered by the Agency. The bid opening date is approximate.
Solicitation available 12-6-96. An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Concerned

recommendations which cannot be resolved by the installation ombudsman
