and Ocean Surveillance Center, In-Service Engineering, East Coast
Division (NISE East), as the result of a joint effort with the Space
and Naval Warfare Systems Command (SPAWAR) and the Naval Sea Systems
Command (NAVSEA), has a requirement to procure an Integrated Portable
Wirefree Communications System, HYDRA 2. The HYDRA 2 will be installed
in U.S. Navy ships. This system may use a single wirefree technology
or a variety of wirefree technologies to provide wirefree announcing,
wirefree telephony, and paging services to support flight deck, well
deck, damage control, security, fire fighting, ship coordination and
personal safety operations. Regardless of the technology chosen, the
system will use spectrum support approved by the National
Telecommunications Information Agency (NTIA) for the stated purpose.
HYDRA 2 will provide the following features: Wirefree push-to-talk
announcing, Seamless, full duplex, below-deck and topside voice
connectivity using internal systems, Automatic, seamless wirefree
connectivity to the commercial cellular (AMPS) network, Line-of-sight
communications, Connectivity to the public switched telephone network,
Multi-level prioritization and preemption, Alpha-numeric paging,
Digital data capability, Flight Deck Announcing System (5MC) interface,
Wirefree wide area network between HYDRA 2 systems, Exterior
communications circuit interface, Land mobile radio (LMR) interface,
Privacy encryption compliant with FIPS 140-1, Type I encryption option
compliant with an NSA endorsed standard, Over-the-air re-keying of
privacy encryption, Survivability equivalent to simplex operation,
Portable RF units that provide RF side-tone, low battery alarm, drop
resistance, water resistance, electromagnetic compatibility, and
operation in extremely noisy environments. The Standard Industrial
Classification (SIC) Code for this procurement is 3663, which has a
size limitation of 750 employees. In order to facilitate industry
involvement an Industry Conference will be conducted at NISE East
Charleston, SC on 23-24 October 1996. The schedule and room/building
for the conference will be provided separately. This conference will be
divided into two sessions, a. The first session (morning of 23 October
1996) will allow NISE East to formally introduce its requirements to
industry. The first session will also give industry an opportunity to
ask general questions about the Integrated Wirefree Communications
Program (Hydra 2) project. b. The second session (afternoon of 23
October 1996 and continued on 24 October 1996 if needed) will consist
of a series of separate closed meetings between individual companies
and NISE East personnel to discuss the draft requirements in order to
gain maximum industry input in the final requirements definition. Each
company will be given a brief opportunity to present its capability as
it relates to Hydra 2, so as to broaden our technical understanding of
industry capabilities for this and possible future requirements. The
individual company sessions will also allow each company the same
amount of time to respond to technical and project questions. Companies
must pre-register for the individual sessions. Those who wish to

743-3917 by 3:00 pm EST, October 21, 1996. Times will be assigned based
on date of notification and number of respondents. Information from the
industry conference may be incorporated into the final specification
and statement of work, depending on project technical and schedule
impacts. The final specification and statement of work will be issued
as part of the solicitation. A draft specification is being developed
and it is our intent to make it available prior to the industry
conference. It is anticipated that a three year firm fixed price
contract consisting of 1 Lot and 2 options will be awarded by 31 March
1997. A complete system must be delivered within 90 days after
contract (DAC). The estimated release date of this solicitation is 25
November 1996. This is the only notice to be published for both the
draft Specification/Statement of Work and the solicitation to be issued
after the conference. All requests for copies of either of these
