and Ocean Surveillance Center, In-Service Engineering, East Coast
Division (NISE EAST), as the result of a joint effort with the Space
and Naval Warfare Systems Command (SPAWAR) and the Naval Sea Systems
Command (NAVSEA), has a requirement to procure a Scaled Integrated
Voice Communication System (IVCS) and its associated terminal devices
using Commercial Item procedures. The resulting contract will allow
NISEEAST to procure a not-yet-determined number of Scaled IVCS,
terminals, spare parts kits, training, and documentation within a
36-month period. For unofficial planning purposes only, and definitely
subject to change, the current preliminary planning is to guarantee
procurement of one (1) IVCS and approximately 60 terminals for delivery
by 1 July 1997, and to include options for up to 15 additional IVCS and
a not-yet-determined number of terminals and spare kits. The Scaled
IVCS, must be an ''Integrated Services Digital Network (ISDN) Capable''
communication switch and is envisioned to consolidate announcing, sound
power, intercom, wireless, console interphones, telephone and exterior
communications services on Navy ships. The Scaled IVCS must interface
with all existing ship communication systems, including the SA-2112,
and be capable of integrating future communication systems that are
based on commercial standards. The applicable Standard Industrial
Classification (SIC) Code is 3661 with a size standard of 1,000
employees. In order to facilitate industry involvement in requirement
definition, a draft Specification/Statement of Work is being made
available to industry and a Presolicitation Conference will be held at
NISEEAST headquarters in Charleston, South Carolina on October 22-23,
1996. The schedule and room/building for the conference have not yet
been determined - please contact the undersigned. This conference will
be divided into two sessions. a. The first session in morning of
October 22 will allow NISEEAST to formally introduce its requirements
to industry and to emphasize the tight schedule and high visibility of
this project. The first session will also give industry an opportunity
to ask general questions about the Scaled IVCS project. Draft copies of
the proposed specification and statement of work will be distributed at
the first session, but will not be available until that time. b. The
second session, in the afternoon of October 22 (and continued on
October 23 if needed) will consist of a series of separate closed
meetings between individual companies and NISEEAST personnel to discuss
the draft requirements in order to gain maximum industry input in the
final requirements definition. Each company will be given a brief
opportunity to present its capability as it relates to the Scaled IVCS,
so as to broaden our technical understanding of industry capabilities
for this and possible future requirements. The individual company
sessions will also allow each company the same amount of time to
respond to technical and project questions to be provided the morning
of the conference. Companies must pre-register for the individual
sessions. Those who wish to register for the second session should

1996. Times will be assigned based on date of notification and number
of respondents. The information gleaned from the industry conference
may be incorporated into the final specification and statement of work,
depending on project technical and schedule impacts. The final
specification and statement of work will be issued as part of the
solicitation. This is the only notice to be published for both the
draft Specification/Statement of Work and the solicitation to be issued
