procurement is a five year research and development completion effort
consisting of proto-typing, modeling, design engineering, software
analysis, development, and program management services (including
facilities) for the U.S. Army Warfighters' Simulation (WARSIM) 2000
Intelligence Model (WIM). WIM shall eventually replace the current
legacy intelligence model known as TACSIM and shall be used to train
unit commanders and their battle staffs. WIM will be required to
functionally perform with the WARSIM 2000 simulation system while
operating at an Special Intelligence (SI) High Security classification.
All development effort shall be accomplished in a Government approved,
Sensitive Compartmented Information Facility (SCIF) monitored by a
full-time, on-site, Contractor Special Security Officer. All WIM
contractor personnel must posses Top Secret/Special Compartmented
Information(TS/SCI) clearances upon execution of the contract. In
addition, contractor personnel shall be familiar with (present or past
experience) U.S. Army command and staff training with Modeling and
Simulation (M&S). A cost type is comtemplated. The requirement will be
100 percent set aside for companies who qualify as a small business
under Standard Industrial Classification (SIC) code, for business size
standards, 8731 with a maximum of 1000 employees. Pertinent draft
documents associated with this requirement will be made publicly
available on or above 23 Oct 96 through internet access on the World
Wide Web (WWW) at the following site:
http://www.stricom.army.mil/PRODUCTS WIM. In the event an interested
party does not have internet access capability, copies of the docments
may be obtained by written request from the Contract
Specialist/Contracting Officer. The request for Proposal (RFP) will be
issued on or about 12 Nov 96. The RFP will be issued with an industry
day following for requirement questions and clarifications. The
tentive location for the industry day is the Orlanda, FL area. Further
industry day details will be seen with the issuance of the RFP.
Interested firms shall formally request, in writing, a copy of the RFP
from the Contract Specialist/ Contracing Officer. See Numbered
