Urban Facility Campus, Oklahoma City, OK, Request for Qualifications,
Solicitation No. GS-07P-97-JUC-0003, Project No. NOK97001, Teresa
Thompson, Contracting Officer, Tim Thury, Project Manager. The scope of
work under the proposed CM contract will include management of the
A-E's project development effort through an Enhanced Prospectus
Development Study (EPDS) plus preliminary concepts. The scope of CM
services will also include optional phases for additional design phase
management services as well as construction phase management services.
Submittals (SF 254/255s, Management Plans, and supporting information)
must be received by the Contracting Officer, Property Development
Division (7PCAC), 819 Taylor Street, Rm. 11A01, Fort Worth, TX
76102-6105, not later than 4:30 p.m., CST on November 26, 1996. All
submittals must clearly indicate the solicitation number on the face of
the envelope for identification purposes. Late submittals will be
handled in accordance with FAR 52.215-10. The proposed Urban Facility
Campus will be located on a multiple block area in downtown Oklahoma
City, OK. The campus facilities will contain approximately 22,650 gross
square meters (243,806 gross square feet). The facilities will be
occupied by several federal agencies including Indian Health Service,
HUD, SBA, EEOC, U.S. Geological Survey, Bureau of Reclamation, Dept. of
Interior Mineral Management, and MEPS facility/ Recruiting Services
Headquarters. The estimated total construction cost for the project is
estimated to range between $22,000,000 and $32,000,000 with occupancy
planned for the year 2001. The project will be designed and executed
in metric measurement using the International System of Units (SI). The
Construction Manager must demonstrate the capability to review
documents prepared in metric. EPDS/Preliminary Concepts Phase, Optional
Design Phase Management and Optional Construction Phase Management and
Inspection Services may include but not be limited to, managing and
reviewing the design documents from a construction perspective at each
submittal phase with appropriate comments and recommendation;
reviewing/recommending approval of construction schedules; reviewing
submittals; performance cost controls and reporting; cost estimating;
complete testing laboratory services; scheduling and conducting
periodic coordination meetings with the A-E, construction contractor,
tenants, other agencies, firms or individuals involved with the
project; ensuring coordination work between contractors in completing
the project, and complete full-time on-site management and inspection
services which will include the processing of correspondence, requests
for information (RFIs), payments, contract changes, and the
maintenance of daily diaries, defects and omissions list, and
inspection reports. In addition, the construction phase personnel must
have the ability to utilize current PC-based software capable of
reading and writing to the construction contractor's CPM schedule
(Primavera), to monitor construction progress and schedule impacts, and
to provide professional assistance and recommendations on claims, if
any. During the optional construction phase, it is anticipated that a
minimum of three (3) full-time on-site personnel will be required
(construction coordinator, general inspector, clerical). In addition,
all project work must be inspected periodically by personnel having
appropriate technical background and knowledge of construction means
and methods for the type of work being inspected. The construction
coordinator will be a full-time on-site representative during the
design phase with the coordination of key decisions and the formulation
of the strategies for prosecuting the work. Offerors shall identify a
specific project team to provide EPDS/Preliminary Concepts Phase,
Optional Design Phase Management and Optional Construction Phase
Management and Inspection Services consisting of firm(s),
consultant(s), and all key personnel. The teams must reflect strong
continuity from the design phases into the construction phase.
Qualifications submitted by interested firms will be reviewed and
evaluated based on the following criteria: DESIGN AND CONSTRUCTION
MANAGEMENT ABILITY (50%). Capability to manage and review the
construction documents (plans and specifications), phasing and
implementation strategies from a construction perspective by personnel
who have strong backgrounds in scheduling and managing construction
activities; capability to provide high quality testing laboratory
services; expertise of construction inspection personnel and their
understanding of construction means and methods; capability and
expertise of on-site personnel with respect to processing RFI's,
contract changes, inspection reports, daily diaries, defects and
omissions, correspondence, payments, payrolls, etc.; capability and
experience of personnel in the areas of CPM schedule analysis, claims
analysis, contract change negotiations, documentation, and preparation;
willingness of firm to engage in partnering; capability of firm to
provide value engineering services. EXPERIENCE (30%). Experience and
past performance on projects of similar nature and scope illustrated
by: estimated versus actual schedules and costs, change orders required
to complete construction, number and nature of claims, number of
similar projects successfully managed and completed. Provide
information regarding experience utilizing the partnership process
during recent projects. Provide information on Value Engineering
services rendered for recent projects. Provide at least three
references, both design phase and construction phase, which demonstrate
the firm's ability to meet or exceed these requirements. MANAGEMENT
PLAN (20%). Provide information regarding the construction management
firm's perception/philosophy of using partnering and value engineering
for this project; approach to providing proactive quality control
throughout the design and construction phase of the project; cost,
schedule, and quality control techniques, responsibility and roles of
key personnel during this project; explanation of the team's
composition and time involvement proposed for each team member; how the
firm intends to provide continuity on this project from design award
through construction close-out; the organizational structure of the
team, the reporting relationships, and the channels of communication.
All shall submit in addition to the SF 254 and 255, a Management Plan
which addresses these factors. Management Plans shall be no more than
twenty-five (25) double spaced typewritten pages. Consideration will be
given to prime firms, joint ventures, and partnerships, and their
subcontractors or consultants who have the resources and capability to
provide design phase management and construction phase management and
inspection services for this project. GSA will contact references and
investigate information received during the evaluation and selection
process. Firms, when responding to this announcement, should fully
address the items noted above because the firms short-listed for
interview will be recommended solely on their written response for this
solicitation. Optional Design Phase Management Services and Optional
Construction Phase Management Services shall be at the unilateral
option of the Government. The Government intends to use partnering
during the design and construction of this project. This is being
procured under the Small Business Competitiveness Demonstration
Program. Although this procurement is open to large business, small,
small disadvantaged and small women-owned firms are strongly encouraged

contract is contigent upon funding approval. This is a negotiated
procurement that will result in award of a firm fixed price contract.
This is not a Request for Fee Proposal. Firms will not be reimbursed
for expenses or efforts for proposal submission. In accordance with
Public Law 95-507, the A-E will be required to provide the maximum
practicable opportunities for small business concerns, small
women-owned business concerns, and small business concerns owned and
controlled by socially or economically disadvantaged individuals to
participate as subcontractors in the performance of the contract. As
part of its commitment to socioeconomic initiative of the Federal
Government, the GSA established fiscal year 1996 subcontracting goals
of 40% for small business, 5% for small disadvantaged business, and 5%
for small women-owned business. Fiscal year 1997 goals have not been
established. They will be provided as soon as they are made available.
The use of subcontractors/consultants shown on the submitted SF 254's
will be reflected in a Small Business Subcontracting Plan included in
the contract. An acceptable subcontracting plan must be agreed to
