Administration (GSA) announces an opportunity for Design Excellence in
public architecture. Architect-Engineer (A-E) services are required
for a new Urban Facility Campus to be located on a multiple block area
in downtown Oklahoma City, OK. The campus facilities will contain
approximately 22,650 gross square meters (243,806 gross square feet).
The facilities will be occupied by several federal agencies including
Indian Health Service, HUD, SBA, EEOC, U.S. Geological Survey, Bureau
of Reclamation, Dept. of Interior Mineral Management, and a MEPS
facility/Recruiting Service Headquarters. The estimated total
construction cost for the project is estimated to range between
$22,000,000 and $32,000,000 with occupancy planned for the year 2001.
The scope of work under the proposed A-E contract will include the
development of the preliminary Design Concept plus programming and
project development effort through an Enhanced Prospectus Development
Study (EPDS) which consists of the complete requirements for a PDS as
provided in the PDS Guide (December 1991). The scope of the A-E
services will also include optional phases for completing the design
and producing construction documents as well as construction phase
services. The A-E services may include but will not be limited to
pre-design programming, site investigation (including geotechnical
surveys and analyses, topographical and boundary surveys); complete
design services, computed-aided design and drafting (CADD), working
drawings, specifications (GSA versions of AIA Masterspec/ CSI format),
cost estimating (Uniformat level III/CSI format), space planning,
exterior and landscape design, interior design, value engineering
services, construction phase services and other required supplemental
services if so requested by the Government. The facilities will be
designed and constructed in metric (System International) units. The
A-E selection will be completed in two stages. Stage One submittals for
short list selection must be received by the Contracting Officer,
Property Development Division (7PCAC), 819 Taylor Street, Room 11A01,
Fort Worth, TX, 76102-6105, not later than 4:30 P.M., CST on November
26, 1996. Stage Two submittals from short-listed firm(s) shall be due
22 work days after the short listed firms are notified. All submittals
must clearly indicate the solicitation number on the face of the
envelope for identification purposes. Late submittals will be handled
in accordance with FAR 52.215-10. The A-E selection stage requirements
are as follows. Stage One: The first stage will establish the A-E
design firm and its lead designer. The ''lead designer'' is the
individual or studio who will have the primary responsibility to
conceive the design concept and the building's architecture. The A-E
design firm is the firm that employs the lead designer or studio. Equal
consideration will be given to all A-E design firms and key designers,
whether they are nationally recognized, locally recognized, or
emerging firms. In the first stage, a short list minimum of three (3)
A-E design firms will be selected for the project. The short list will
be based on the A-E design firm's submittals in response to the
Request for Qualifications. The A-E design firm will provide specific
evidence of its capabilities to deliver Design Excellence, and will
express its design approach and philosophy. The A-E design firm will
also identify its lead designer for the project. Interested firms shall
submit a letter of intent and modified Standard Form (SF) 254 (complete
items 1-9 only) for the A-E Design Firm only. Project qualifications
submitted by each firm will be reviewed and evaluated based on the
following evaluation criteria: (1) Past Performance on Design (25%).
For the A-E Design Firm, submit 8'' x 10'' graphics (maximum of three
per project) and a typewritten description (maximum of one page per
project) of not more than five designs completed within the past 10
years. The narrative shall address the design approach and salient
features for each project (include tangible evidence where possible
such as certificates, awards, peer recognition, etc., demonstrating
design excellence) and discuss how the client's design, economic, and
operational objectives were satisfied by the design. (2) Philosophy and
Design Intent (25%). In the lead designer's words (maximum of two
typewritten pages), state his or her overall design philosphy, approach
to the challenge of resolving design issues, and parameters that applly
specifically to the design of an Urban Facility Campus with a focus on
any unique aspects of Oklahoma City, OK. (3) Lead Design Profile
(15%). Submit a biographical sketch including education, professional
experience, recognition for design efforts inclusive of examples.
Identify and describe areas of responsibility and commitment to this
project. (4) Lead Designer Portfolio (35%). Submit 8'' x 10'' graphics
(maximum of three per project) and a typewritten description (maximum
of on page per project) of not more than three designs completed
within the past 10 years attributed to the lead designer. Narratives
shall include a discussion of design challenges and resolutions. Stage
Two: In this stage, the entire project team will be evaluated
including the A-E design firm selected in the first stage, its
designated lead designer, the production firm (if a separate entity),
and all consultants who will work on the project. It is not necessary
to resubmit information submitted in Stage One. The Government will
provide the selection criteria for the interview and final selection
process at the time of the Stage One short list announcement. The short
list will be published in the CBD. An interview with each project team
will be included in the second stage. If the A-E design firm is from
outside the State of Oklahoma, it must have an active design production
office in operation within the State of Oklahoma as of the date of this
announcement, or must collaborate with a production firm within the
State of Oklahoma. At least 65% of the total amount of contract effort
must be performed in the State of Oklahoma, excluding specialty
consultants (i.e., security, acoustics, seismic, etc.). Contractual
responsibility for the overall design of the project can reside with
the A-E design firm, the production firm or a Joint Venture of the two.
In the case of a joint venture, a complete description of the proposed
internal responsibilities of the components must be included in the
Stage Two submittal. This entity must be in place prior to award of a
contract. This procurement is being made under the Small Business
Competitiveness Demonstration Program and is conducted on an
unrestricted basis. Although this procurement is open to large
business, small, small disadvantaged and small women-owned A-E firms
are strongly encouraged to participate. The Government recognizes the
talent existing in small firms and encourages the contributions of new
and innovative designers to public architecture. Interested parties

1996, at 1:00 p.m. at the U.S. Post Office/Courthouse, 215 Dean A.
McGee, Room 107, Oklahoma City, OK. Award of this contract is
contingent upon funding approval. This is a negotiated procurement that
will result in award of a firm fixed price contract. This is not a
Request for Fee Proposal. A-E firms will not be reimbursed for expenses
or efforts under Stage One or Stage Two submissions. In accordance with
Public Law 95-507, the A-E will be required to provide the maximum
practicible opportunities for small business concerns, small
women-owned business concerns, and small business concerns owned and
controlled by socially or economically disadvantaged individuals to
participate as subcontractors in the performance of the contract. As
part of its commitment to socioeconomic initiative of the Federal
Government, the GSA established fiscal year 1996 subcontracting goals
of 40% for small business, 5% for small disadvantaged business, and 5%
for small women- business. Fiscal year 1997 goals have not been
established. They will be provided as soon as they are made available.
The use of subcontractors/ consultants shown on the submitted SF 254's
will be reflected in a Small Business Subcontracting Plan included in
the contract. An acceptable subcontracting plan must be agreed to
before contract award. (Small business concerns are not subject to this
