The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement to provide hardware and software support for the Radar Beacon Digitizer (RBD) CV-3682/UPX. Solicitation number N00421-96-R-1158 will be issued as a request for proposal (RFP). The contract line items are: CLIN 0001 Engineering Field Support (maintenance,installation and training) ; CLIN 0002 Travel to Support CLIN 0001. The Government intends a Cost Plus Fixed Fee price contract and the period of performance will span five years inclusive of options and to solicit and negotiate the proposed contract on a sole source basis with LITTON DATA SYSTEMS DIVISION under the authority of FAR 6.302-1. The level of effort over this five year period is estimated at 12,852 manhours. LITTON DATA SYSTEMS is the only source with the technical capability and knowledge needed to maintain the RBD system and retains proprietary rights to the technical data needed to perform the required services. This notice of intent is not a request for competitive proposals. However, interested parties may submit a proposal in which they identify their interest and capability. All responsible sources shall be considered by the agency. All proposals received by 2:30 Eastern Standard Time 4 DEC 1996 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon the responses received.
