The Air Force Development Test Center, 46th Test Wing, is contemplating
the award of a sole source, ten month, Firm-Fixed-Price (FFP)
procurement under Basic Ordering Agreement (BOA) Contract
F09603-94-G-0013, Warner Robins AFB, Georgia to Texas Instruments (TI),
2501 South Highway 21, Mail Station 3405, Lewisville, Texas 75067, to
evaluate the effectiveness of proposed Counter-Countermeasure (CCM)
techniques to reduce the susceptibilities of current operational
Paveway III Laser Guided Bombs (LGBs) to laser decoy countermeasures
for the Guided Weapons Evaluation Flight (46 TW/TSWG) at Eglin Air
Force Base, Florida. The approach to accomplishing this task is to
investigate CCM techniques recommended or implemented by the US Air
Force and the US Army under previous programs, and then to design,
develop, and test modifications to the WGU-39 weapon guidance units
which will implement the CCM techniques selected. This effort is for
the investigation of CCM algorithms and hardware modifications, the
design and development of specified hardware modifications, the
fabrication of not less than two nor more than four WGU-39 Paveway III
weapon guidance units, and support of evaluations of the modified
WGU-39s. This acquisition will be pursued on a sole source basis
because TI is the sole developer and manufacturer of the WGU-39 weapon
guidance units. All responsible sources may submit a bid, proposal, or
quotation which shall be considered by the Air Force. Technical

the attention of the Contracting Officer and could not be
